What the inspector wrote

On 07/30/2025, at 2:18 PM Licensing Program Analyst (LPA) Bill Billones conducted an unannounced Required 3 Year inspection at the above-mentioned Child Care Center (CCC) with a Toddler Component. LPA met with Director, Melanie Newhouse, and discussed the purpose of the inspection. The hours of operation are 8:00 AM to 5:30 PM, Monday - Friday. At the time of the inspection, LPA observed 45 children and 8 staff providing care and supervision. Director stated they had 60 children in care earlier in the day and explained summer enrollment is lower than the school year. LPA observed children being signed out at time of inspection. LPA in the company of the Director toured the interior and exterior of the facility. The CCC consists of 9 classroom buildings, and an outdoor play area split into the preschool yard and 3 toddler yards. LPA observed required licensing forms posted on the wall in the main office. LPA notes the Gold Door toddler classroom contains 1 sink and 1 toilet and multiple potties for training. LPA notes Rose Door toddler classroom has 2 sinks and 2 toilets. LPA notes White Door toddler classroom has 2 sinks and 1 toilet. LPA notes the Preschool After-school classroom is split into two sections and has 4 sinks, 5 toilets, and a urinal for children\342\200\231s use. LPA notes 5 additional preschool classrooms named Yellow Door, Red Door, Blue Door, Silver Door, and Navy Door all contain 2 toilets and 1 sink for children\342\200\231s use. There are sufficient toilets for children which LPA observed to be clean and free of hazards. Director stated cleaning supplies are located in a locked janitorial closet off-site. LPA observed additional cleaning compounds are located in inaccessible cabinets in the classrooms. LPA observed accessible cabinets to be free of hazards. Continued on 809-C Director states CCC provides meals for children during the school year and not in the summer. LPA observed the kitchen prep areas to be clean. LPA observed multiple smoke detectors and fire alarms which Director stated they checked regularly to ensure they are functioning. Carbon Monoxide detector was tested and found to be operable at 2:46 PM. LPA observed a regulation fire extinguisher last serviced on 07/21/2025. LPA observed an appropriate number of cubbies and sleeping mats for children in care. LPA observed the outdoor play area to be surrounded by a chain link fence with sufficient space for children\342\200\231s activities. LPA observed ample shade provided by trees, sail shades, and umbrellas. Preschool and toddler component yards are segregated to ensure no commingling of age groups. Play structures were cushioned with materials that absorb falls. LPA observed water tables and reminded Director that they shall be used under direct supervision and emptied when not in use. Drinking water is made available inside and outside. Director stated children refill personal water bottles throughout the day. LPA observed age-appropriate outdoor equipment. Director stated no firearms or ammunition are stored on CCC site. No bodies of water were observed. A sample of children and staff files were reviewed. LPA notes the children's files to be current and complete. LPA notes one staff file reviewed was missing the health history and TB screening. LPA reminded Director it is their responsibility to ensure staff files are maintained. LPA notes all staff have current Mandated Reporter certificates. At least one staff present had a current Pediatric First Aid/CPR certificate in their file. LPA observed fire drills are being conducted with last fire drill documented on 05/05/2025. LPA observed the paper sign in and out sheets located in each classroom. Director stated they use the Brightwheel Application only during the school year. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Continued on 809-C Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. No deficiencies were given during today\342\200\231s visit. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted, appeals rights were provided, and report was reviewed with the Director, Melanie Newhouse.
