What the inspector wrote

On February 26, 2026 at 11:46 AM, Licensing Program Analysts (LPAs) Bill Billones and Izak Diaz conducted an unannounced Annual Random inspection of the above-mentioned Child Care Center (CCC). This CCC is an preschool program located on elementary school grounds. LPAS met with Director Regina Davis and discussed the purpose of the inspection. The hours of operation are 8:20 AM to 12:05 PM, Monday through Friday. At the time of the inspection, LPAs observed twenty-five (25) children present with eight (8) staff providing care and supervision. LPAs toured the interior and exterior of the facility and observed required licensing documentation posted in a prominent and publicly accessible area of the facility. The CCC consists of two preschool classrooms and a shared outdoor playground. Classrooms are numbered 13 and 15. LPAs observed the classrooms to be clean and orderly with sufficient spacing and ventilation. LPAs observed age-appropriate toys and equipment in the classrooms to be in good condition. LPAs observed an adequate number of toilets and sinks available for children\342\200\231s use on the elementary school grounds. LPAs were informed that the center provides lunch and snacks for children. LPAs observed multiple carbon monoxide/smoke detectors throughout the CCC, which Director states are periodically tested. LPAs observed the outdoor playground to be fully enclosed with sufficient space for children\342\200\231s activities. LPAs note outdoor play equipment and sand box are in good condition. Director states filtered water is available both inside and outside and Director states children\342\200\231s personal water bottles are refilled and/or children use disposable cups throughout the day. No firearms or ammunition are stored on CCC site. No bodies of water were observed. Continued on LIC809-C A sample of children\342\200\231s and staff records were reviewed. LPAs observed children\342\200\231s files to be current and complete with required documentation. Staff files were found to be incomplete. LPAs note two staff members\342\200\231 Mandated Reporter training certificates were not valid in the sample of staff files reviewed, which is not in compliance with regulations. LPAs note at least one staff member present had a valid first aid/CPR certificate on record. LPAs reminded Director it is their responsibility to ensure children and staff files are maintained. Last fire drill was conducted on 02/26/2026. The center utilizes the Learning Genie Application and LPAs verified the sign-in/out process. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP.). LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP. LPAs referred Licensee to the Department website for lead: Lead Toxicity Prevention and Water Testing Information ( https://www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information ). LPAs discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Director of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP.
