What the inspector wrote

On 6/13/23, at 12:45 PM, Licensing Program Analyst (LPA) Elvin Baddley conducted an unannounced One Year Required Inspection of the abovementioned Family Child Care Home (FCCH). LPA met with Cecelia Durant, Licensee of the FCCH and explained the purpose of the inspection. LPA, in the company of the Licensee, toured the interior and exterior of the FCCH. The FCCH's living room, den, dining room, hall bathroom, and backyard are used for child care, while the remainder of the home is excluded from care. LPA observed child safety gates at the entrances of the kitchen and at the end of the hallway. At the time of the inspection, LPA observed 11 children on site along with an Assistant (cleared and associated) providing care and supervision. Required licensing forms and documents are posted on the wall of the FCCH's near the home's front entry door. The FCCH's living room has a fireplace which is screened by a glass and is inaccessible to children in care. LPA observed smoke and carbon monoxide detectors throughout the FCCH. The detectors in the FCCH's hallway were tested at 1:24 PM and found to be operable. LPA observed a regulation fire extinguisher in the FCCH which was last serviced on 1/12/23. LPA reminded the Licensee to either service or purchase a regulation fire extinguisher annually. The FCCH is void of hazardous items and the bathroom the children use for care is clean and free of toxins. Medication, sharps and cleaning compounds in the FCCH are stored in locations which are inaccessible to children in care. LPA observed toys, furniture and equipment in the interior of the FCCH which are age appropriate. The backyard is enclosed by a wooden fencing and the footing in the area is made up of various surfaces. The fence\342\200\231s entry/exit gates are secure. LPA observed two storage containers in the back yard which are secured. The storage containers contain yard tools and household items. The backyard is partitioned to separate the child care area from the area of personal use. LPA observed no bodies of water on site. (CONT. 809-C, Page 2) A sampling of the children's records were reviewed. The records are current, complete and possessed emergency contact information, notifications of parents rights as well as documentation noting sleep checks, amongst other required licensing documents. The Licensee's records were also reviewed. Pediatric CPR and First (EMSA approved) certifications expire on 1/7/25. At 2:20 PM, LPA reviewed Licensee's Mandated Reporter certificate which expired 12/15/22. LPA reminded Licensee to ensure certifications are current and renewed prior to expirations. LIcensee informed LPA no firearm or ammunition is on site. LPA observed two dogs at the FCCH. The vaccination records for the dogs were reviewed and found to be current. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as for additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. A Type B Deficiency is being cited based on LPA's observation/interviews/record reviews pursuant to Title 22 of the CA Code of Regulations (refer to LIC 809-D). Licensee was provided a copy of their Appeal Rights (LIC 9058) and their signature on this form acknowledges receipt of these rights. A Notice of Site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Licensee Cecelia Durant.
