What the inspector wrote

On February 6, 2026 at 9:34 AM, Licensing Program Analyst (LPA) Bill Billones conducted an unannounced Annual Random inspection of the above-mentioned Child Care Center (CCC). This CCC is an infant program. LPA met with Site Supervisor Christie Broesamle and discussed the purpose of the inspection. The hours of operation are 7:30 AM to 5:00 PM, Monday through Friday. At the time of the inspection, LPA observed fifteen (15) children present with five (5) staff providing care and supervision. LPA toured the interior and exterior of the facility and observed required licensing documentation posted in a prominent and publicly accessible area of the facility. The CCC consists of two infant classrooms and an outdoor playground. LPA observed the classrooms to be clean and orderly with sufficient spacing and ventilation. LPA observed menus and routines are posted in each classroom. LPA observed the younger infant classroom contains separate sleeping areas that allow for audial and visual observation of napping children. LPA observed age-appropriate toys and equipment in the classrooms to be in good condition. LPA observed a toilet and sink in older infant classroom for children’s use. LPA observed changing and hand washing stations in each classroom. LPA was informed that the center provides meals and snacks for children. Site Supervisor states cleaning supplies are stored in an inaccessible laundry room and a janitorial closet. LPA observed multiple carbon monoxide/smoke detectors throughout the CCC. The carbon monoxide detector in the hallway was tested at 10:35 AM and found to be functional. Continued on LIC809-C LPA observed the outdoor infant playground to be fully enclosed with sufficient space for children’s activities. LPA notes outdoor play equipment and sand box to be in good condition. LPA observed a changing station. Water is available via filtered water both inside and outside and Site Supervisor states they refill children’s personal water bottles for use throughout the day. No firearms or ammunition are stored on CCC site. No bodies of water were observed. A sample of children’s and staff records were reviewed. LPA observed that infant needs/services plan for children 24 months and under were incomplete and not updated quarterly in the sample of children’s files reviewed. Staff files were also found to be incomplete. LPA notes one staff’s Mandated Reporter training certificate was not valid in the sample of staff files reviewed. LPA notes at least one staff member present had a valid first aid/CPR certificate on record. LPA reminded Site Supervisor it is their responsibility to ensure children and staff files are maintained. Last fire drill was conducted on 01/09/2026. The center utilizes the Care Connect Application and LPA verified sign-in/out for the children present. All staff present are associated and cleared. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP.). LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP. LPA referred Licensee to the Department website for lead: Lead Toxicity Prevention and Water Testing Information ( https://www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information ). CCC’s last lead testing report is dated 09/12/2022. Continued on LIC809-C LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Director of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
