What the inspector wrote

On December 17, 2025, at 2:15PM, Licensing Program Analyst (LPA) Joaquin Mendez conducted an unannounced Annual/Random inspection of the above-mentioned Family Child Care Home (FCCH). LPA met with Joel Paz Jr, Licensee of the FCCH and explained the purpose of the inspection. LPA in the company of the Licensee toured the interior and exterior of the FCCH. The FCCH uses the ( living room, kitchen, dining room, one bedroom (furnished for daycare), one bathroom, and backyard ) for childcare. The remainder of the FCCH is made inaccessible by use of child safety gates. At the time of the inspection, LPA observed 3 children providing care and supervision. The FCCH is clean, orderly, and has ventilation to afford for the children\342\200\231s comfort. Sharps, medications, and cleaning supplies are stored in an area inaccessible to children in care. The bathroom was observed to be clean and free of toxins. Toys, furniture and equipment observed in the FCCH are age appropriate. LPA observed required licensing forms and documents posted on a bulletin board near the entry door of the FCCH. LPA observed a combination of smoke and carbon monoxide detectors that were tested at 3:03 PM . Detectors were found to be operational. The FCCH has a regulation fire extinguisher (2A10BC) that was serviced on 7/16/2025. LPA reminded the Licensee to either service or purchase a regulation fire extinguisher annually . The home has a fireplace in the living room that is covered with a gate. However, the gate was not secured during inspection. Licensee secured the fireplace door during inspection rendering it inaccessible to children. The backyard is enclosed with wooden fencing, and the entry/exit points are secured. The backyard contains age-appropriate toys and play equipment. LPA reminded Licensee to replace toys and play Continue on LIC809C equipment when such items begin to degrade or are not in good repair . LPA note there are no bodies of water on site. The children\342\200\231s records were reviewed. The records are current and complete with emergency contact information, immunization records, and other required licensing forms and documents. The Licensee\342\200\231s records were reviewed and found to be current with CPR/First Aid certifications and Mandated Reporter training. However, S2 does not have a completed Mandated reporter certificate. S2 was not providing care at the time of inspection. LPA note the most recent fire/emergency drill was conducted on 10/06/2025 with 3 children. Licensee states there are no firearms or ammunition stored on site. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep , as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.87, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies Continue on LIC809C (R&Rs) throughout California. During the exit interview the Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. The licensee provided proof of control of property. To improve the quality and value of the new inspection process, a survey may be sent to the email address provided.
