What the inspector wrote

On 11/25/2024 at 11:40 AM, Licensing Program Analyst (LPA) Gigi Reyes conducted an unannounced Annual/Random inspection at the above Family Childcare Home (FCCH). LPA met with Licensee, Blanca Cardoso and assistants, and discussed the purpose of the inspection. FCCH operates Monday to Friday, 4:30 AM to 6:00 PM, Licensee provides care for children 0 to 8 years of age. LPA and Staff 2 toured the inside and outside of the home, there were 3 children and 1 infant present under the care of Licensee and 2 staff assistant. The smoke and carbon monoxide detectors were tested and found functional. The regulation fire extinguisher was serviced on 2/23/2024. Age-appropriate toys, books, playpen and equipment were observed in the home. The yard is enclosed with 10-foot vinyl fence and surface is covered with artificial grass, and was observed to be free of tripping hazards. Children\342\200\231s bathroom is free of toxins. Sharps, medicines and toxins are stored in the area inaccessible to children in care. LPA reviewed the facility file and found that the Pediatric CPR and First Aid certificate is current with expiration date of 01/06/2026 while Mandated Reporter Training expires on 11/12/2026. Children\342\200\231s record were reviewed and found complete. Child # 1' Infant Safe Sleep plan (LIC9227) was not completed during the enrollment. . Licensee and assistants check and document napping infants every 15 minutes. LIC 809C Childcare facility roster is current. Nobodies of water was observed. Licensee stated there are no guns or ammunition in the home. To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Licensee, was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee, and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. Continued on LIC 809 C LPA also informed licensee, the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. The FCCH is not providing Incidental Medical Services (IMS). IMS policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee, was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the LICENSEE, Blanca Cardoso confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. During today\342\200\231s inspection, no deficiency was cited but a Technical Violation was issued regarding the Infant Safe Sleep Plan. A notice of site visit was given to Licensee and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Exit interview conducted and report was reviewed with the licensee, Blanca Cardoso. Inspection and report was translated in Spanish by Licensee\342\200\231s assistant/daughter, Marina Cardoso.
