What the inspector wrote

On 12/1/2025 at 1:00 PM, Licensing Program Analyst (LPA) Gigi Reyes conducted an unannounced Annual/Random inspection at the above Family Childcare Home (FCCH). LPA met with Licensee, Blanca Cardoso and assistant, Elida Nambo and discussed the purpose of the inspection. FCCH operates Monday to Friday, 4:30 AM to 6:00 PM, Licensee provides care for children 0 to 8 years of age. LPA and Licensee conducted a tour of the home, inside and out. Six children were present. The residence is a two\342\200\221story dwelling; only the first floor is accessible to children, while the second floor is blocked by a baby gate at the base of the stairs. Age\342\200\221appropriate toys, books, playpen, and equipment were observed throughout the accessible areas. Smoke and carbon monoxide detectors were present, and the regulation fire extinguisher was serviced on 6/6/2025. The yard is enclosed by a 10\342\200\221foot vinyl fence, surfaced with artificial grass, and free of tripping hazards. The children\342\200\231s bathroom contained no toxins. Sharps, medicines, and other hazardous materials were securely stored in areas inaccessible to children. LPA reviewed the facility file and confirmed the Pediatric CPR/First Aid certificate is current, expiring 01/06/2026. Mandated Reporter Training is valid through 12/04/2026. The assistant\342\200\231s immunization and certificates ( AB 1207 Mandated Reporter Training 1/16/2027 Adult and Pediatric CPR 1/6/2026) are complete and up to date. Children\342\200\231s records were reviewed and found complete. Licensee and assistant check and document napping infants every 15 minutes. Childcare facility roster is current. Nobodies of water was observed. Licensee stated there are no guns or ammunition in the home. Licensee, was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee, and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee, the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. The FCCH is not providing Incidental Medical Services (IMS). IMS policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee, was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the LICENSEE, Blanca Cardoso confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. During today\342\200\231s inspection, no deficiency was cited. A notice of site visit was given to Licensee and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Exit interview conducted and report was reviewed with the licensee, Blanca Cardoso.
