Inspector’s narrative

What the inspector wrote

On December 11, 2025 at 12:45 PM, Licensing Program Analyst (LPA) Brian Fung conducted an unannounced annual inspection. LPA met with licensee Maria Aguirre and advised the purpose of the inspection. Licensee provided LPA a tour of the home inside and out. There were 2 children in care at the time of the inspection and 4 adults in the home. LPA observed required Licensing required documents posted prominently at the entrance. Fire and earthquake drills are being documented every six months. Last drill was conducted on 6/12/2025. Fire extinguisher 2A10BC mounted on the wall inside the entrance of the home and was last serviced 12/11/2025. Fire and carbon monoxide detectors were located at 12:57 AM. Due to children sleeping at the time, the detectors were not testing and the licensee confirms it to be in working conditions. Children in care have access to one play room, one back yard, and one bathroom. Fireplace inside the living room is screened to prevent access by children. Kitchen cabinets were locked and knives are being kept on top of the refrigerator in a box. Children have access to toys that are age-appropriate inside and outside of the home. Back yard play area is enclosed and has plenty of bicycles, scooters, and activities. There are no guns and/or ammunition in the house. There are no bodies of water present at the time of inspection. During the tour, LPA observed gardening tools, such as gardening scissors, shovels, and sharp cutting tools and cleaning chemical agents in a box outside the children's play yard. A type B deficiency was cited for gardening tools and cleaning agents left outside. A roster of children in care was observed current and complete. Continued on 809-C LPA reviewed two children files. 1 out of 2 children files were missing 15 minute sleep checks and individual infant sleep plan. LPA discussed with licensee the importance of conducting the 15 minute sleep checks and explained, with a sample copy, of how to properly conduct the 15 minute sleep checks. LPA also printed and gave a copy of the individual infant sleep plan to discuss over with the parents. LPA also discussed the importance of having a door remain open while infants are sleeping in another room because licensee should always have audio and visual supervision of infants in rest. LPA also discussed that infants sleeping in a crib are not allowed to have loose items while sleeping. LPA observed an infant under 12 months with a blanket covering the infants body and sleeping with the door closed. Licensee CPR/first aid is valid through 7/19/2027. Licensee was reminded a licensed child day care provider, administrator, or employee of a licensed child day care facility shall complete the mandated reporter certification AB1207 every two years at www.mandatedreporterca.com Licensee\342\200\231s mandated reporter certification is valid through 2/2/2026. A type B deficiency was cited for missing 15 minute sleep checks, having the door closed, and having a blanket in the crib while the infant in sleep and another type B deficiency was cited for individual infant sleep plan. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Continued on 809-C LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the LICENSEE Maria Aguirre, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. There were 3 typ B deficiencies cited during today\342\200\231s inspection. See 809-D for more information Appeal rights were given. A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
