What the inspector wrote

On February 23, 2026, at 9:15 AM, Licensing Program Analyst (LPA) Gigi Reyes conducted an unannounced annual inspection at the above Child Care Center (CCC). Upon arrival, LPA met with Director Staci Rich. The purpose of the inspection was explained, and the Director provided a comprehensive tour of the facility. The CCC operates Monday through Friday from 7:15 AM to 5:30 PM and provides care for children ages 2 to 5 years old. During the inspection, LPA observed that the center was utilizing Classroom #2 and Classroom #4. At the time of the visit, there were 13 preschool children present under the care of 2 staff members . Both classrooms were observed to be c lean, organized, and well-maintained. They were equipped with age-appropriate furniture, including tables, chairs, cots, and a variety of toys and activity materials suitable for the developmental needs of the children. Each classroom contained one toilet and two sinks designated for children\342\200\231s use. LPA noted that drinking water was readily available to children both indoors and outdoors. The center uses a filtered water system, and water is provided through pitchers and personalized plastic cups. The outdoor play area was inspected and observed to be securely fenced and free of hazards. Age-appropriate play equipment was in good condition and properly anchored. Adequate cushioning material was present under climbing structures Shade structures were available to protect children from sun exposure. Emergency preparedness was reviewed. The facility has a functioning smoke detector, carbon monoxide detector, and fire extinguisher, all of which were observed to be in operable condition. The fire and disaster drills are conducted regularly and documented, last drill was conducted on 2/12/2026. It was noted that cleaning supplies, and other hazardous materials were stored in locked cabinets in the kitchen area, inaccessible to children. No bodies of water were present on the premises. The facility maintains current staff and children\342\200\231s records, including emergency contact information and required immunization documentation. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5 years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP . LPA verified that the lead testing was completed on June 21, 2022 in accordance to the Written Directives outlined in PIN 21-21.1-CCP LPA discussed the safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. Incidental Medical Services (IMS) policy was discussed. CCC is not providing IMS. For IMS information see PIN 22-02-CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. PIN 22-05-CCP Page Five Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. During today\342\200\231s inspection, no deficiencies were cited under Title 22 Division 12. Notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Director, Staci Rich. A sampling of children and staff records were reviewed. Children\342\200\231s files were found complete. Teachers present have current Pediatric First Aid/CPR certificates valid until 5/21/2027. All staff members have renewed the Mandated Reporter Training which is valid until 11/19/2026. Staff have completed Health Screening including the tuberculosis clearance. LPA verified SB 792 Child Care Adult Immunization and the educational qualification requirements of the staff members. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
