What the inspector wrote

On May 9, 2024, Licensing Program Analyst (LPA) Rosie Breault conducted an announced Case Management inspection at the above aforementioned center to ensure that health, safety, and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. There were 5 children present during this inspection. The licensee applied to increase capacity to 15 infants aged 0-24 months. In addition, the licensee applied to change the name of the facility to \342\200\234Betteravia Children\342\200\231s Center\342\200\235 The facility operates Monday \342\200\223 Friday 7:15AM-5:30PM. This is a combination facility with a preschool program. LPA met with executive director Shannan Watkins and center director Staci Rich and together toured the facility. LPA measured the on-limits areas and classrooms. The facility has a total of 2 classrooms, infants utilize classrooms #1 and #3. Classroom #3 is split between preschool program (classroom #2). Children will have access to 2 sinks and 1 toilet. Parents/authorized representatives utilize written logs for signing in and out purposes. LPA observed infant classrooms to contain age-appropriate toys and equipment, ample ventilation, changing tables within arm\342\200\231s reach of sink. LPA advised center director regulation that there is to be one potty chair to every 5 infants being toilet trained or if sufficient potty chairs are not available for the number of infants being toilet trained, a combination of potty chairs and toilets with training seats may be used to meet the ratio. Center director and infant teacher advised LPA it is the facility\342\200\231s policy that children are to be toilet trained prior to admission. LPA observed disinfectants, cleaning solutions, poisons and other items that could pose a danger inaccessible to children. For napping, facility will not be utilizing cribs, rather mats and LPA observed mats available for use. Fire extinguisher was serviced on 01/02/2024, carbon monoxide was present at the time of the inspection, and first aid kits available. Per licensee, no firearms or ammunition are present on property. Fire clearance was approved on 4/17/2024. The outdoor play area consists of ample shade, soft padding to absorb falls, water readily accessible, and age-appropriate equipment. The infant outdoor play area is separated from that of the preschool program. Per center director, no bodies of water are present on the property. The indoor total classroom measurements contain 585.23 square feet, which will accommodate licensee\342\200\231s request for 15 infants; however, the outdoor total play area measurements contain 838.06 square feet, which not accommodate licensee's request for 15 infants. At the time of the inspection, maximum facility capacity stands at 11 infants. Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. The licensee was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. A Notice of Site Visit was given to the center director and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. License pending approval. Exit interview conducted and report was reviewed with center director Staci Rich.
