What the inspector wrote

On 10/18/23, Licensing Program Analyst (LPA) Francisca Velazquez conducted a unannounced One Year Required inspection of the Family Child Care Home (FCCH). LPA met with Charlene Bailey, Licensee of the FCCH and explained the purpose of the inspection. LPA, in the company of the Licensee, toured the interior and exterior of the FCCH. At the time of the inspection, eight (8) children are present. The home was orderly and void of hazardous items. The FCCH has plenty of ventilation for the children in care. The bathroom used by the children was observed to be clean and free of toxins. Cleaning compounds are secured in an elevate cabinet near the laundry area and on top of the refrigerator in the kitcehn. Sharps and medication in the home were observed in elevate cabinets in the kitchen. Toys, furniture, and equipment observed in the FCCH are age appropriate. LPA notes daycare services are provided in the living room, kitchen area, bathroom, and outdoor yard. In addition, Licensee reported that the family room is used for napping purposes only. Lastly, Licensee reported all bedrooms are inaccessible to children in care. LPA notes all bedroom had door safety knobs making the bedrooms inaccessible to children in care. LPA observed a fire extinguisher (2A10BC) in the daycare area which was serviced on 5/12/23. LPA reminded Licensee of the responsibility to service or purchase a regulation fire extinguisher annually. The daycare area has carbon monoxide detector that was tested and operable at 3:19 PM. The daycare also has smoke detector that was tested and operable at 3:27 PM. The outdoor yard is enclosed by wooden fencing and has plenty of gross mother activities for the children in care. Toys and play equipment observed in backyard are age appropriate and in satisfactory condition. In addition, LPA observed fences and gates making part of the outdoor inaccessible to children in care. There is plenty of shading to afford the children in care. Filtered water is always accessible to children by means of individual water cups. LPA did not observe any bodies of water. LPA observed the outdoor play area to be clean and free of any hazardous items. LPA reviewed a sampling of children's records. CONT 809-C Records reviewed were complete and contained required licensing documentation and forms. In addition, Licensee is tracking 15-minute infant sleep chart for all infants under the age of two (2) years. The Licensee's records are also current and complete with Pediatric CPR and First Aid certifications expiring on 6/5/25 (EMSA approved). Licensee\342\200\231s Mandated Reporting training is current, with an expiration date of 3/28/24. Licensee\342\200\231s assistant record was reviewed and found to be current with Pediatric CPR and First Aid certifications expiring on 6/5/25 (EMSA approved). Assistant\342\200\231s Mandated Reporting training is current, with an expiration date of 8/26/25. Licensee reported there are no guns and ammunition in the home. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee, Charlene Bailey, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee, Charlene Bailey.
