What the inspector wrote

On 10/19/23, at 10:20 AM, Licensing Program Analysts (LPAs) Francisca Velazquez and German Negrete conducted an unannounced One Year Required inspection the Child Care Center (CCC). LPAs met with Brian Cogswell, Director of the CCC and explained the purpose of the inspection. LPA, in the company of the Director toured the interior and exterior of the CCC. This CCC is a combination preschool with a toddler component that consists of two (2) toddler classrooms and two (2) preschool classrooms. The CCC operates Monday through Friday with the toddler component operating from 8:15 AM to 4:00 PM and the preschool operating from 8:15 AM to 5:30 PM. During today\342\200\231s inspection, LPAs observed twenty-two (22) toddlers being supervised by three (3) qualified teachers and two (2) aides. LPAs observed thirty-seven (37) preschool children being supervised by four (4) qualified teachers and one (1) aide. LPAs observed a total of fifty-nine (59) children present during today\342\200\231s inspection. The CCC is clean and organized. There CCC has ventilation to afford for childcare. LPAs observed the classrooms to be in sanitary conditions. LPAs observed age-appropriate toys and furnishings throughout the CCC. LPAs observed carbon monoxide detectors in the CCC. LPAs note, the carbon monoxide detectors were not tested due to all carbon monoxide detectors being connect to one system. If tested, all carbon monoxide detectors will go off at once and there were sleeping children during this inspection. Per Director, smoke and carbon monoxide detectors are tested once a month. The bathrooms including potty training chairs is in safe and sanitary operating condition. Children have access to seven (7) toilets, three (3) potty training chairs and eleven (11) sinks throughout the CCC. The CCC provides snack for the children in care. Families are responsible for bringing a prepared lunch for their child/children. The CCC has extra food on reserve in case of emergencies or if any family forgets to pack lunch for the day. LPAs observed refrigerators in the classrooms that are locked and clean. The refrigerator contains children\342\200\231s snacks items. The CCC provides the children in care filtered water inside the CCC and in the outside play area by means of individual water cups. Director reported the CCC has completed lead testing and did not have any lead exceedance in the CCC. CONT 809-C LPAs observed sharps and cleaning products used in the classroom are elevated and inaccessible to children in care. LPAs observed disinfectants and cleaning solutions are secure in the laundry room that is locked and requires a key to open. There is no medication on site for preschool children, however when medication is present it is also stored in a locked cabinet in the classrooms. LPAs observed menus posted in each classroom. LPAs observed required licensing forms are posted in the office area. LPAs reviewed sign- in and sign-out via brightwheel. LPAs note, all children present during today\342\200\231s inspection were signed in children's arrival and departures along the authorized representative signature. LPAs and Director toured the outdoor yards. LPAs observed the toddler outdoor yard is enclosed by fencing. LPAs observed age-appropriate toys/play equipment in the play area. The toys/play equipment are free of sharp, loose or pointed objects. The outdoor play area also has ample shade created by trees and building overhangs. Filtered water is accessible to children by means of individual water bottles. LPAs and Director toured the outdoor yard for preschool children. LPAs observed the preschool outdoor yard is enclosed by fencing. LPAs observed age-appropriate toys/play equipment in the play area. The toys/play equipment are free of sharp, loose or pointed objects. The outdoor play area also has ample shade created by trees and building overhangs. Filtered water is accessible to children by means of individual water cups. LPAs an Director discussed active supervision throughout the day to ensure the safety of children in care. Staff and children records were reviewed. The children\342\200\231s records were complete and found to contain emergency contact information, immunization records as well as other required licensing forms. Staff records were reviewed and current. Director was informed to keep training certifications current and renew certifications prior to expirations. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. CONT 809-C Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . LPAs discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP . Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Director, Brian Cogswell confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS on 10/19/23 and found no Registered Sex Offenders linked to this facility address. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Director, Brian Cogswell.
