What the inspector wrote

On 1/14/22, at 11:30 AM, Licensing Program Analyst (LPA) Francisca Velazquez conducted an announced Pre-Licensing Inspection of the abovementioned Child Care Center (CCC). LPA met with Program Manager Kim Eichert and explained the nature of the inspection. The Infant program consists of one (1) large room that is divided by a permanent partition to separate non-mobile infants and mobile infants. The CCC will have a toddler option attached to the infant license. Program Manager informed LPA of the intention of operating the CCC from 6:30 AM-5:00 PM Monday - Friday. The CCC will be closed on the weekends. Program Manager stated that hours could change based on the need of the community. LPA, in the company of the Program Manager, toured the interior and exterior of the CCC. With regard to COVID 19 guidance and safe practices, the Program Manager informed the LPA the staff members will check children in to the CCC and asks parents/authorized representatives COVID-19 health screening questions. Thereafter, children\342\200\231s temperatures will be taken by CCC staff prior to entry into the center. Parents/authorized representatives bringing children to and from the CCC will be asked to wear face coverings. Likewise, staff will wear face coverings when present at the CCC both indoor and outdoors. LPA informed Program Manager children age 2 years and older are required to wear face covering when indoors. LPA observed the room used for child care to be clean, organized and free of toxins. The room is equipped with age appropriate furniture and toys as well as cribs and changing stations within arm\342\200\231s reach of the sink. The room also has a refrigerator to store food items for infants. There is ample storage space in the classroom. LPA observed carbon monoxide detectors in the CCC. At 11:15 AM, a carbon monoxide detector was tested and found to be operable. There are two (2) toddler size toilets, three (3) sinks and one (1) changing table available to children in care. CONT 809-C The outdoor play area is completely enclosed by wire fencing. The outdoor area contains cement walkways, grass matting and sand footing. LPA observes play equipment in the outdoor play area to be age appropriate and free of hazards and sharp points. LPA observed two (2) permanent mesh shades that will be added in the in the outdoor play area which will provide shade to the outdoor area. LPA observed no bodies of water on site. Administrator informed LPA no firearms or ammunition of present at the CCC. This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Facility Representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. The Santa Maria Fire Department granted a Fire Clearance for a total capacity of 16 children on 9/15/21. Based on indoor and outdoor space, toilets and sinks, as well as LPA\342\200\231s record review, this facility meets Title 22, Division 12 requirements for a CCC with a capacity of 16 children. As such, License is effective today, 1/14/22. Exit interview conducted and report was reviewed with the Program Manager, Kim Eichert. A notice of site visit was given and must remain posted for 30 days.
