What the inspector wrote

On May 6, 2025, at 8:30 AM Licensing Program Analysts (LPAs) Bill Billones and Elizabeth George conducted an unannounced Required 3 - Year inspection at the above-mentioned Child Care Center (CCC). LPAs met with Program Manager, Asael Picasso, and discussed the purpose of the inspection. At the time of the inspection 7 children and 6 staff were present. LPAs in the company of the Program Manager toured the interior and exterior of the facility. The CCC consists of 1 classroom split into two sections, 1 restroom with two toilets and a changing station, and an outdoor play area. LPAs observed required licensing forms to be posted on the wall in the classroom. LPAs observed the classroom to be clean and orderly. Age-appropriate toys and equipment are in good condition. LPAs observed cleaning compounds stored in a child locked cabinet in the restroom. LPAs observed cabinets and drawers that are not secured to be free of hazards. LPAs observed smoke detectors and a fire alarm. A dual smoke and carbon monoxide detector was tested and found to be operable at 9:29 AM. LPAs observed a regulation fire extinguisher last serviced on 04/03/2025. LPAs observed trash cans with tight fitting lids, and appropriate number of cubbies for children in care. LPAs observed the outdoor play area to be surrounded by a chain link fence with sufficient space for children\342\200\231s activities. Drinking water is made available to children via containers stationed inside and outside the classroom. LPAs observed outdoor age-appropriate equipment and toys in good repair. No bodies of water were observed. Program Manager states no smoking, firearms, or ammunition on CCC site. Continued on 809-C. A sampling of children's files was reviewed. LPAs observed all children's files to be current and complete. LPAs reviewed files for the staff present. Mandated Reporter training is current for all staff. LPAs notes staff have current Pediatric CPR/First Aid Certificates. LPAs reminded Program Manager it is their responsibility to ensure staff files are complete and available for review. LPAs observed fire drills are being conducted with the last fire drill logged on 04/24/2025. LPAs observed the sign in and out sheets to be filled out appropriately for the children that are present. CCC provides one breakfast, one lunch, and one snack to children. LPAs observed a locked kitchen area to be clean and free of any defects. Knives are stored in a drawer and cleaning compounds stored in a locked cabinet. The refrigerator contains food items consumed by the CCC's children. Program Manager was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPAs verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Lead testing report was completed on 01/19/202 3 . Continued on 809-C. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. No deficiencies were given during today\342\200\231s visit. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted, appeals rights were provided, and report was reviewed with the Program Manager, Asael Picasso.
