What the inspector wrote
Licensing Program Analyst Joaquin Mendez conducted an unannounced 3 year Required Annual/Random inspection of the abovementioned Family Childcare Home (FCCH). LPA met with Anjelica Hurtado, Licensee of the FCCH and explained the purpose of the inspection. LPA notes that in today\342\200\231s inspection are 3 children and the spouse/assistant (S1) (Jesus Medina). LPA, in the company of the Licensee, toured the exterior and interior of the FCCH. This is a two-story home which consists of three (3) bedrooms, three (3) bathrooms, living room, kitchen, dining room, garage (converted as activity and playroom), and fenced backyard.
All areas identified on the facility sketch were inspected. The home was inspected for safety, comfort, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents, cleaning compounds, medicines, and hazardous items that can pose a danger to children.
Areas used by children included:
Garage/playroom, living room/dining room, bathroom in the hall, and backyard.
Off-limit areas included
: three (3) bedrooms, and (2) bathrooms upstairs. Additionally, the kitchen is made inaccessible with tables and furniture preventing access. LPA observed a locked gate at the bottom of the stairs making the three (3) bedrooms and (2) bathrooms inaccessible to children. LPA observed safety locks located in the kitchen.
The applicant states that she will provide food for children in care. There are age-appropriate toys and napping equipment on the premises.

Knives are stored out of children\342\200\231s reach and are inaccessible to children.

The required fire extinguisher 2A10BC was purchased on August 19, 2025. LPA reminded the Licensee to either service or purchase a regulation fire extinguisher annually.

The combination smoke and carbon monoxide detector were tested at 10:12 AM and was functioning at the time of the visit.

Required forms are predominantly posted on the wall of the FCCH's room. LPA reminded the Licensee the importance of maintaining accurate records and having documents readily available.

The home maintains working telephone services by cellular phone.

The home was clean, orderly, and void of hazardous items.

Medication in the home is stored in a locked closet, inaccessible to children.

LPA observed cleaning compounds stored in a locked cabinet in the kitchen and inaccessible to children. It should be noted that the licensee keeps chemicals and other cleaning supplies in a locked shed in an inaccessible area of the backyard.

Toys, furniture, and equipment observed in the FCCH were in satisfactory condition and age appropriate. LPA reminded the Licensee of the importance of maintaining clean and safe structures for children in care.

The licensee uses the garage for extra activities and curricular studies only. The LPA reminds the licensee that children are not allowed to sleep, nap, or eat in the garage (photos of the garage are taken for reference).

The Licensee stated that there are no weapons/ammunition in the home.

No bodies of water were observed on site.
LPA and the licensee together toured the outdoor play area. LPA advised the licensee children must never be unsupervised while the children are at the play area. The backyard is enclosed by wooden fencing. The ground consists of concrete.

LPA observed the backyard outdoor play area to be safe with age-appropriate toys, games etc. The backyard is adequately fenced. LPA advised the licensee to make daily checks of all play structures prior to use.

The exit gate is observed to have safety latches for security.

LPA observed an inaccessible area of the backyard secured from children. In the inaccessible area there are tools, a BBQ pit, and a locked shed.
Children\342\200\231s roster and records were reviewed. Records were current.
The Licensee's and employee records are current and complete.

CPR and First Aid certifications expire on 5/2027.

Mandated reporter training certificate expires 1/03/27, that is required per AB 1207.

The licensee stated she does not hold a foster family license.

The last Safety drill was conducted 06/04/2025.

The Licensee is current with immunization required per SB 792.

The licensee provided the insurance information. LPA advised the licensee to keep a copy in her file for future review.

The licensee, Anjelica Hurtado provided proof of control of property.
Licensee, was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Childcare Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA also informed licensee, the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they
register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
The Licensee is not providing Incidental Medical Services (IMS). IMS policy was discussed. For IMS information see PIN 22-02-CCP. Licensee, was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.
During the exit interview, the LICENSEE, Anjelica Hurtado confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS on August 18, 2025.
A notice of site visit was given to Licensee and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
Exit interview conducted and report was reviewed with the licensee, Anjelica Hurtado in the preferred language, Spanish.
During today's inspection no citations were issued. LPA observed licensee post the Notice of Site visit.
FAILURE TO POST THE NOTICE OF SITE VISIT FOR 30 DAYS MAY RESULT IN A $100.00 CIVIL PENALTY.
