What the inspector wrote

On November 18, 2025 Licensing Program Analyst (LPA) Giovani Gonzalez conducted an unannounced Required - 3 Year inspection at the above-mentioned Child Care Center (CCC). LPA met with Director Lucia Torres and informed them the purpose of the inspection. At the time of the inspection 2 infants and 6 children present in the toddler option. LPA in the company of the director toured the interior and exterior of the CCC. LPA notes the CCC uses one classroom and its own yard. LPA observed required postings to be located at the entrance of the classroom. LPA observed the waiver for a staggered play time to be posted as well. LPA observed the classroom to be split into an infant section and toddler section. LPA observed both infant and toddler sections to have age appropriate materials and equipment. LPA observed the infant side to have cribs that were free of all loose objects. LPA observed sufficient napping equipment as well for toddler children. LPA observed cleaning compounds to be stored in a secured closet that is inaccessible to children in care. LPA observed the bathroom used for children to be in working order. LPA observed the bathroom to have a changing table with a sink within arms reach. LPA observed the outdoor are to be completely enclosed. LPA observed the yard to have sufficient space and shading for children in care. LPA reminded director they must ensure outdoor equipment used for the infant and toddlers are age appropriate. LPA observed storage sheds to be be locked and inaccessible to children in care. LPA observed a sandbox that is covered. No bodies of water were observed on site. LPA reviewed a sampling of children's files which were observed to be current and complete. LPA observed CONTINUED PAGE 2 staff documenting 15 minute safe sleep checks as well. LPA observed needs and services plans for all infants. LPA reviewed a sampling of staff files as well which were found to be current and complete. LPA observed the director to have a current Pediatric CPR/First Aid certificate which was completed on 2/10/24. LPA notes all staff present had a current Mandated Reporter Training certificate. The last emergency drill was conducted on 10/3/25. LPA notes the facility regularly checks carbon monoxide alarm . Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . Incidental Medical Services (IMS) policy was discussed.
