What the inspector wrote

On April 3, 2025, at 9:27 AM, Licensing Program Analysts (LPAs) Elizabeth George and Cynthia Alvarez conducted an unannounced annual random inspection at the above-mentioned family child care home (FCCH). LPAs met with Licensee Micaela Abonce and explained the purpose of the inspection. LPAs, in the company of the Licensee, toured the interior and exterior of the FCCH. At the time of the inspection 11 children were present along with Assistant. Report was translated into licensee’s preferred language of Spanish by LPA Alvarez. Licensee stated that children have access to the two living rooms, bathroom, dining room, kitchen and backyard. While the three bedrooms, office, one bathroom and side yard are inaccessible to children in care. Licensee was reminded that all off limit areas should be made inaccessible to children in care. The home was orderly and clean with proper ventilation for all children in care. The bathroom used for care is clean and free of toxins. Discussed with Licensee the importance of continuing to make sure that items that could be hazardous to children, including those that indicate "KEEP OUT OF REACH OF CHILDREN" are made inaccessible to children. LPAs observed a fireplace in the living room that is covered and made inaccessible to children. Sharps and knives are stored in the kitchen in an elevated cabinet that is inaccessible to children in care. LPAs observed that cleaning compounds are stored under kitchen sink inaccessible to children in care. Toys, furniture and equipment in the facility are age appropriate. Continued on 809-C LPAs observed required licensing forms and documents posted by the entrance of the facility. Smoke detector was observed, tested and found operable at 9:44 AM. The carbon monoxide detector was tested and found operable at 9:43 AM. LPAs observed a regulation fire extinguisher that was serviced on 6/5/23. During the inspection Licensees spouse purchased a new regulation fire extinguisher. LPAs reminded the Licensee to either service or purchase a regulation fire extinguisher annually. Licensee states that fire drills are conducted every 6 months but was unable to provide documentation. LPAs observed the backyard to be completely fenced. The FCCH was observed to have plenty of shade for the children in care. Toys and play equipment observed in backyard are age appropriate and in good conditions. LPA observed a small shed in the outdoor play area that during inspection was open, licensee closed and locked with a padlock during the inspection. Licensee was reminded to check before opening that all items that may be hazardous to be locked and made inaccessible to children in care, including sheds, off limits areas and bodies of water. LPAs observed a fence and gate making one side of the backyard inaccessible to children in care. Behind gate was a newly purchased spa that was covered and locked. Licensee was informed to keep gate leading to spa locked during hours of operation. There are no firearms or ammunition in the home. A sample of children’s records was reviewed. All records reviewed are current. Facilities current roster of children was reviewed by the LPAs during inspection. Roster was incomplete, licensee updated and made current roster with all children present during the inspection noted in the roster. Licensee’s Pediatric CPR and First Aid certifications are current and expire on 9/3/25. Mandated Reporter Training Certification expired on 12/26/24. Assistants Mandated Reported expired 12/26/24. Staff records were reviewed and found to be incomplete, licensee was provided copies of required forms which were filled out and placed in files during inspection. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Continued on 809-C LPAs discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. There are two type B deficiencies being cited during todays inspection and can be found on the following 809-D’s. During the exit interview, the Licensee Micaela Abonce, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted, appeals rights were provided, and report was reviewed with the licensee, Micaela Abonce.
