What the inspector wrote

On 11/15/23, Licensing Program Analyst (LPA) Elvin Baddley conducted an unannounced Case Management Inspection of the abovementioned Family Child Care Home (FCCH) to address a change of capacity request. The inspection will also serve as an Annual Inspection for the FCCH. LPA met with Francisca Barron, Licensee of FCCH, and explained the nature and purpose of the inspection. The FCCH is a four bedroom, two bathroom single story dwelling. The home's family room, converted den, dining room, bathroom and backyard are used for child care while the remainder of the home is excluded. LPA observed five children in care at the time of the inspection. LPA observed the home to be clean and orderly. The home has spacing and ventilation for children in care. The home's fireplace is screened by glass and a child safety gate. The home has central heating with vents on the ceiling. The bathroom to be used by children in care is observed to be clean and free of toxins. Medication and sharps are observed secured in evaluated kitchen cabinets which are inaccessible to children in care and in an excluded area of the FCCH. Cleaning compounds are observed in the FCCH's garage which is excluded from care. The FCCH was operable telephone services. LPA observed age appropriate games and toys in the interior of the home. LPA observed a fire extinguisher (2A10BC) in the home which was serviced on 10/10/23. LPA reminded Licensee of the responsibility to service or purchase a regulation fire extinguisher annually. The home has a number of combination smoke/carbon monoxide detectors. A combination smoke/carbon monoxide detector was tested in the converted den at 12:40 PM and found to be operable. The backyard is enclosed by wooden fencing and the entry/exit gates are secured. Footing in the area is varied. Toy and play structures in the backyard area are age appropriate. The backyard is partitioned to have an area for child care services and an area for personal use which includes and a dog house and a secure shed filled with household items. LPA observed no bodies of water on site. (CONT. 809-C, Page 2) LPA's record review revealed Licensee's Mandated Reporter training was completed on 6/13/23, while Pediatric CPR/First Aid (EMSA approved) was completed on 2/9/22. Children's records are current and completed with immunization records, sleep logs and emergency contact forms, among other required Licensing documents. The FCCH has a dog on site. LPA reviewed the dog's vaccination records which are current and complete. The FCCH has not firearms or ammunition on site. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep , as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls of infant devices or their purchased equipment. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. During the exit interview, the Licensee Francisca Barron, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS on 11/15/23. Licensee was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) (CONT. 809-C, Page 3) throughout California. Appeal Rights (LIC 9058) and a Notice of Site Visit (LIC 9213 )was given to Licensee. Notice of Site Visit must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Exit interview conducted and report was reviewed with the Licensee Francisca Barron. A fire clearance was received by CCLD on 10/9/23, granting a capacity of 14. As such, the home meets Title 22 Division 12 requirements of a Large FCCH License. Effective date of license will be noted as the present, 11/15/23.
