What the inspector wrote

This is an amendment of report created on 7/24/2023. The purpose of this amendment is to update the measurements. On July 24, 2023 Licensing Program Analyst (LPA) Susana Martinez conducted an announced pre-licensing inspection. LPA met with site supervisor Melissa Monge and advised her of the purpose for the inspection. Together with the site supervisor, LPA toured the facility inside and outside. At the time of inspection there were no children in care. The infant will have access to 3 rooms: Voyagers, Explorer 1, and Explorer 2 rooms. No bodies of water were present at the time of the inspection. The facility plans to operate Monday- Friday 6:45 AM- 5:30 PM. Site Supervisor states AM/PM snacks and lunch will be provided by the center. LPA observed the kitchen to be clean and in working condition. Center has first aid kits located in each room. LPA reminded applicant that buildings constructed before January 1, 2010 must test their drinking water within 180 days of licensure. Site supervisor states the facility will be using an outside source to provide drinking water for children in care. All rooms were observed to be clean and free of hazardous/toxic items. Changing tables were observed to be located next to a functioning sink. Age appropriate toys and learning materials were observed in each room. Functioning carbon monoxide detectors are located throughout the facility. The infant outdoor play yard was observed to have sufficient shade. Site supervisor states the center plans on adding a shade canopy in the future. A fire clearance was granted by the Santa Barbara County Fire Department on 7/19/23. Continued on 809-C LPA provided and reviewed with Site Supervisor the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted. LPA discussed information capacity, ratios, and safe sleep requirements. Site Supervisor was made aware that it is the facility's responsibility to know the current regulations for a CCC which can be accessed on-line at www.cdss.ca.gov . Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm Administrator was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with administrator and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. LPA also informed administrator of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. Continued on 809-C To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication. The center plans on having a preschool license on site in the near future. LPA reminded site supervisor that the preschool children must have a completely separate outdoor play area as children from other age groups. LPA will email a child care center self-assessment guide regarding waivers. LPA reviewed ratios with site supervisor: Infant ratios : 1 qualified teacher to 4 infants 1 qualified teacher and 2 aides to 12 infants; aides must work under the direct supervision of a fully qualified teacher. Based on indoor/outdoor measurements the center meets Title 22 Division 12 requirements. License will be effective today, 07/24/2023 for total capacity of 60 infants. A notice of site visit was given to administrator and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Exit interview was conducted and report was reviewed with site supervisor Melissa Monge.
