What the inspector wrote

On May 29, 2025, at 11:00 AM Licensing Program Analysts (LPAs) Elizabeth George and Giovani Gonzalez conducted an unannounced case management inspection at the above mentioned. LPAs met with licensee, Cecilia Abonce Alvarez, and discussed the purpose of the inspection. LPAs, in the company of licensee, toured the facility inside and outside. Licensee was caring for 6 children, all over the age of 2, at the time of inspection. Licensee states her hours of operation are Monday - Friday, 5:30am - 4:30pm. Upon arrival at home, licensee was in the process of cleaning up after nap time. LPAs observed on the floor under a cot to have a wet spot. Licensee stated that a child wet themselves during their nap and was in the process of cleaning it up. LPAs reminded licensee to ensure area is properly cleaned. During the tour of the home LPAs observed bathroom to have personal care items within reach of children in care. Licensee removed the items to a shelf out of reach during the inspection. Licensee was reminded to keep items that could be potentially hazardous to children including those that state 'keep out of reach of children' out of children's reach. Licensee's regulation fire extinguisher was last serviced on 4/30/24. Licensee was reminded to service or purchase a new regulation fire extinguisher annually. Licensee stated during inspection when children misbehave they are placed in a infant high chair until the child states they will stop misbehaving. LPAs informed licensee of Title 22 requirements in regards to personal rights and the use of infant devices. During this visit two Type B deficiencies are being cited under CCR, Title 22 which can be found on the attached 809-D. Exit interview was conducted, Notice of Site Visit and Appeal Rights were given and report was reviewed with Licensee, Cecilia Abonce Alvarez. Report was read in Spanish by LPA Gonzalez which is licensee's preferred language.

  • OPERATION OF A FAMILY CHILD CARE HOME

    (g) The home shall be free from defects or conditions which might endanger a child. Safety precautions shall include..:(1) Fireplaces and open-face heaters shall be screened to prevent access by children. The home shall contain a fire extinguisher and smoke detector device which meet standards established by the State Fire Marshal. This requirement is not met as evidenced by:Based on observation and interview the fire extinguisher was last serviced on 4/30/24 which poses a potential risk health or safety risk to children in care.

  • PERSONAL RIGHTS

    (a) Each child receiving services from a family child care home shall have certain rights that shall not be waived or abridged by the licensee...These rights include, but are not limited to...(4) To be free from corporal or unusual punishment... This requirement is not met as evidenced by:Based on interview with licensee, licensee stated that when children are misbehaving she places them in an infant high chair until they state they will behave which poses a potential risk to the health and safety of children in care.
