On 10/20/2025 Licensing Program Analyst (LPA) German Negrete conducted an unannounced Case Management - change of capacity inspection at the above-mentioned Family Child Care Home(FCCH). LPA met with Licensee, Cecilia Abonce Alvarez . LPA informed Licensee of the nature and purpose of the inspection. LPA toured the home with Licensee, LPA notes 4 children and 1 infant present and receiving care and supervision from Licensee. The Family Child Care Home (FCCH) operates Monday through Saturday from 05:30AM until 06:30PM. LPA toured the interior and exterior of the FCCH. The residence is a one story apartment consisting of 2 bedrooms and 1 bathroom, living room, kitchen, backyard that is fenced off. The home's bedroom#1, living room, bathroom and backyard are currently being utilized for child care services. The remainder of the home is excluded from childcare services: bedroom#2, kitchen. Importantly to note, all areas that are inaccessible are made secure by child safety gates and locks. All accessible and inaccessible areas were toured thoroughly. LPA did not observe any hazardous material accessible to children/infants during inspection of the FCCH. continued on LIC809-C(pg2) LPA reviewed the Licensee\342\200\231s First Aid/CPR certification (EMSA approved) which was found to be current, expires on 3/30/2027. Furthermore, LPA reviewed the Licensee\342\200\231s Mandated Reporter Training certification which was found to be current, expires on 7/24/2027. LPA observed a regulation fire extinguisher(2-A-10-B-C) on site which was last serviced on 7/1/2025. The FCCH's has a separate smoke and carbon monoxide detectors, Licensee tested both detectors at 11:08PM and both are observed to be operable. Licensee submitted documentation for a FCCH change of capacity to the Department on 09/04/2025. In essence, the Licensee is seeking to change the FCCH\342\200\231s capacity from eight (Small FCCH) to fourteen (Large FCCH). On 9/11/2025, the Department received a fire inspection clearance form from Cal Fire for a approved capacity of 14 . The licensee provided proof of control of property.Because the licensee rents/leases the home, proof of landlord notification is required. The LPA observed the Property Owner/Landlord Notification form (LIC9151) that the Licensee confirms was provided to the property owner/landlord. The licensee obtained a signed Property Owner/Landlord Consent form (LIC 9149). The FCCH meets Title 22, Division 12, of Community Care Licensing requirements for a Large FCCH. License effective today, 10/20/2025. Exit Interview conducted with Licensee Cecilia Abonce Alvarez. No deficiency were cited during today's inspection. LPA provided the Licensee a Notice of Site Visit (LIC 9213). Licensee was informed the Notice of Site Visit must be posted for 30 days or a civil penalty of $100 may apply.
