What the inspector wrote
On 3/18/24, Licensing Program Analyst (LPA) Francisca Velazquez conducted an announced Pre-licensing Inspection and met with Applicant, Josefa Bocanegra. LPA informed Applicant of the nature and purpose of the inspection. The applicant informed LPA of the intention to maintain operating hours of a Family Child Care Home (FCCH) from 5:00 AM to 5:30 PM, Monday- Friday. The applicant also informed LPA of the intention to provide care for children 2 years of age to 13 years of age. Applicant was informed changes in licensing hours and/or the ages of children supervised and cared for can be altered upon notifying CCLD in writing of the given modifications and/or changes. The applicant reports there are two (2) adults that live in the home and two (2) adults has received criminal record clearance.
LPA toured the interior and exterior of the residence with the Applicant. This is a single-story home that consists of four (4) bedrooms, three (3) bathrooms, game room, small open daycare area, kitchen, dining area, main living room, laundry room, garage, and outdoor yard. Applicant reported day care services will occur in the game room, small open daycare area, bathroom, one (1) bedroom that will be used for napping and the outdoor yard. Meanwhile three (3) bedrooms, two (2) bathrooms, kitchen, dining room, laundry room, garage and part of the outdoor yard will be inaccessible to children in care. LPA observed the families will have access to the home through the side gate for all drop offs and pickups. LPA observed a small gate between the small open daycare area and the kitchen, making the kitchen, laundry room, three (3) bedrooms and two bathrooms inaccessible. Additionally, LPA observed all off limit bedrooms have door safety knobs. In the outdoor yard, LPA observed the side of the yard is made inaccessible by means of a fence.
LPA observed that the game room, small open daycare area, one (1) bedroom, one (1) bathroom and outdoor yard have plenty of spacing and ventilation for the comfort of children in care. LPA observed a fireplace in the living room that is covered and secured with a large piece of furniture. LPA observed sharps are stored in an elevated cabinet in the kitchen. Cleaning compounds are stored under the kitchen sink with a lock, and in the garage. Medication for the family is stored in an elevated cabinet in the kitchen. CONT 809-C
LPA observed all these areas are inaccessible to children in care by means of secured gates. The bathroom that will be used by children was observed to be clean and free of toxins. LPA observed items, equipment, toys, and furnishings for the children in care that are in good condition and age appropriate.
LPA observed a required fire extinguisher (2A10BC) in the home that was purchased on 3/5/24. LPA reminded Applicant of the responsibility to service or purchase a regulation fire extinguisher annually. The home has a combination smoke and carbon monoxide detector that 1:00 PM and was operable.
LPA observed the outdoor yard to be completely fenced. LPA observed there are two large sheds that will be made inaccessible to the children in care by means of a lock. LPA observed there is plenty of shading for the comfort of children. LPA and applicant discussed adding shade during the hot summer months. LPA and applicant discussed active supervision when children are in the outdoor patio. Applicant reported filtered water will be accessible by means of small water bottles. Applicant reported there are no guns and ammo in the home.
LPA notes there is a body of water inside the home. The body of water is a fishpond that is located between the game room and small daycare area. The applicant has placed a small gate that is about 2.5 feet tall. LPA and applicant discussed the 5ft. gate/fencing requirement for all bodies of water. LPA took pictures and videos and will discuss with manager. Applicant reported she can add two (2) additional fences to ensure the pond is inaccessible, however the children will walk from the game room through the pond to get to the open daycare area and bathroom. Applicant understands that a fence of at least 5 ft. will be needed.
LPA's record review revealed Preventative Health training was complete on 12/15/23. Further, Applicant completed Mandated Reporter training on 11/20/23 and Pediatric CPR/First Aid (EMSA approved) on 12/28/23. Applicant completed FCCH orientation on 11/16/23. LPA reminded Applicant of obligation to maintain current training and certifications. Applicant does not have liability insurance for the license as of yet. LPA provided Applicant with Affidavit Regarding Liability Insurance form (LIC 282).
Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
Applicant owns the home and provided proof of control of property.

LPA reviewed with applicant, the LIC 311D, Forms/Records to Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the applicant.

, as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at:

, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
On this date, 3/18/24, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

A notice of site visit was given to applicant, and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.

The home does not meets Title 22 of CCR requirements for a Small Family Child Care license. Pending Manger reivew of the body of water located inside of the home.
