What the inspector wrote

On April 8, 2025 Licensing Program Analyst (LPA) Giovani Gonzalez conducted an unannounced Annual Random inspection at the above-mentioned Family Child Care Home (FCCH). LPA met with licensee Rosa Aguilar and informed them the purpose of the inspection. LPA notes this is inspection will also serve to conduct a change of capacity. At the time of the inspection 5 children were in care. LPA in the company of the licensee toured the interior of the FCCH. LPA notes the home uses 2 living rooms and 1 bathroom for child care purposes while the remainder of the home is inaccessible to children in care. LPA observed the both living rooms to have plenty of space and ventilation for children in care. LPA observed both living rooms to be clean and free of hazards as well. LPA observed a fire place that is covered and inaccessible to children in care. LPA observed the kitchen is made inaccessible to children with a child proof gate. LPA observed sharps and medication to be stored in elevated kitchen cabinets that are inaccessible to children in care. LPA observed the bedrooms to be made inaccessible with a child proof gate in the hallway. LPA observed the bathroom used for children to be clean and free of hazards. LPA observed the backyard to be completely enclosed. LPA observed the backyard to have plenty of space and shading for children's activities. LPA observed the backyard to have plenty of children's equipment that is age appropriate. LPA observed 2 storage shed both of which were inaccessible to children. No bodies of water were observed on site. The FCCH has a combination smoke and carbon monoxide detector which was tested at 10:38 AM and found in working order. LPA observed the FCCH to have a regulation fire extinguisher which was serviced on 3/21/2025. LPA reminded Licensee to either service or purchase a regulation fire extinguisher annually. CONTINUED PAGE 2 LPA reviewed a sampling of children's files which were found to be current and complete. LPA observed licensee's Safe Sleep logs to be current (last entry 4/4/25). LPA reviewed assistants file which was found to be current and complete. LPA observed both licensee's and assistants Mandated Reporter (completed 1/16/24) and Pediatric CPR/First Aid(completed 1/6/24) to be current. LPA reminded licensee it is their responsibility to have current certifications and training. Licensee stated there are no fire arms in the home. The licensee submitted documentation for a FCCH change of capacity. The licensee is seeking to change the FCCH\342\200\231s capacity from 8 (Small FCCH) to 14 (Large FCCH). The Santa Maria Fire Department granted a fire clearance following an inspection completed at FCCH on 4/3/2025. The home meets Title 22 of CCR requirements for a Large Family Child Care license. The effective date of license is today 4/8/2025. To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. CONTINUED PAGE 3 Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. No deficiencies were issued during today's inspection. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Rosa Aguilar. Appeal Rights were given.
