What the inspector wrote

This was a required and comprehensive Annual/Random inspection. On December 8, 2025, at 9:30 AM, Licensing Program Analyst (LPA) Gigi Reyes conducted an unannounced Annual Required of the above Family Child Care Home (FCCH) and met with Licensee, Melissa Brown and discussed the purpose of the inspection. FCCH operating hours are Monday to Thursday, 8:00 AM to 4:30 PM. Licensee provides care to children aged 0 to 12 years old. During the inspection, the LPA and Licensee conducted a tour of the home, both inside and outside. At the time of arrival, four children were present in care, and one additional child was dropped off during the visit. The children observed ranged in age from just over two years old to 3 years and 9 months old. Areas accessible to children are bedroom, the open space living room, interconnecting the kitchen and dining areas, and the fenced back yard. Knives and cleaning materials are stored inaccessible to the children in care. The required licensing forms were observed to be posted in the facility. The LPA noted age-appropriate toys and equipment available inside the home, including cots, tables, and chairs. The outdoor play space is fully fenced and contains an age-appropriate play structure and toys. The designated daycare area is separated from the personal-use backyard by a three-foot wooden fence and gate. To access the daycare outdoor area, children must pass through the personal-use yard; during this transition, children line up and a head count is conducted to ensure safety . Additionally, the LPA observed three security cameras installed in the home: one in the outside front area, one inside the playroom, and one in the backyard. LPA reviewed the facility and found that the Pediatric CPR and First Aid certificate expires 2/26/2026 while Mandated Reporter Training Certificate expires on 4/3/2027. LPA reminded Licensee that it is their responsibility to renew the certificates every two years. The regulation fire extinguisher was purchased on 8/21/2025. The carbon monoxide and smoke detectors in the home were tested during the inspection and were found to be in proper working condition. FCCH conducts fire and disaster drill every 5 months and last drill was conducted on 8/14/2025. Nobodies of water was observed. Licensee confirmed there are no firearms and ammunition in the home. LPA reviewed the children’s files and found complete. LPA also observed the signed Acknowledgement of Receipt (LIC 9224) of report for the office meeting held on 8/7/2025 were on children’s file. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. Licensee, Melissa Brown was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee, the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee is not providing Incidental Medical Services (IMS). IMS policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. During the exit interview, the LICENSEE, Melissa Brown confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. During today’s inspection, no deficiency was cited. Notice of Site Visit was issued and must be posted for 30 days. Exit interview conducted and report was reviewed with the licensee, Melissa Brown.
