What the inspector wrote

On May 31, 2024, Licensing Program Analysts (LPAs) Giovani Gonzalez and Julia Meli conducted an announced Pre-licensing Inspection at the above-mentioned residence. LPAs met with Applicant, Lezly Rodriguez and informed them of the purpose of the inspection. At the time of the inspection, there were no children present. Applicant informed LPAs the intention to serve children ages 0-5 years of age and have operating hours of 8AM to 5PM, Monday to Friday. LPAs in the company of the Applicant toured the interior and exterior of the home in its entirety. The home is a single-story house that consists of 4 bedrooms, 2.5 bathrooms, kitchen, living room, a children's playroom, and attached garage. The children will only have access to the playroom which connects to an outside play area, which they will also have access to. The remainder of the home will be excluded from care. LPAs observed the home to be clean and orderly. The home has sufficient spacing and ventilation for children in care. LPAs observed the playroom to have children's furniture and equipment, including 2 play pens. The playroom and outside play areas will be locked, preventing access to the rest of the house. LPAs observed sharps stored in an elevated cabinet in the kitchen. LPAs observed cleaning compounds and chemicals stored in an elevated cabinet in the kitchen, as well. Bedrooms and bathrooms are also inaccessible to the children in care. Applicant has installed a toilet and sink in the playroom for the children to use. LPAs reminded Applicant that in order for the other areas of the home to be inaccessible to children, the areas must be secured when children are present. LPAs observed the playroom and its bathroom area to be clean and free of toxins. LPAs observed the backyard to be completely enclosed with a fence. The Applicant informed LPAs they will only be using half of the backyard for child care purposes,while the remainder is made inaccessible with a fence. In the children's area of the yard, LPAs observed tools and pieces of broken glass in one area of the dirt. Applicant informed LPAs they plan on making that area into a sandbox. CONTINUED PAGE 2 Applicant informed LPAs they will be using the outside gate as the pick up/drop off point for children. LPAs observed the exit ways to be secured and have the ability to be locked. LPAs observed plenty of space for children's activities. LPAs observed a regulation fire extinguisher (2-A:10-B:C), however Applicant was unable to find the receipt of purchase. LPAs reminded Applicant that they must service or purchase a regulation fire extinguisher annually. The home has several smoke detectors, and the playroom has both a smoke detector and carbon monoxide detector, which were tested 10:46AM. Applicant stated that there are no firearms in the home. LPAs' record review revealed Preventative Health Training was completed on 5/18/2024. Further, Applicant completed the Mandated Reporter Training on 7/12/2022 and Pediatric CPR/First Aid (EMSA approved) on 7/8/2022. Applicant completed FCCH Orientation on 5/15/2024. LPAs reminded Applicant of obligation to maintain current training and certifications. Applicant does not have liability insurance for the license, as of yet. LPA provided Applicant with Affidavit Regarding Liability Insurance Form (LIC 282). Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. The applicant provided proof of control of property. Applicant owns the home. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Entrance Checklist was provided to the applicant. LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. On this date, 05/31/2024, the California Attorney General - Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ. Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. CONTINUED PAGE 4 Prior to licensure the following corrections must be made: - Applicant must provide receipt for fire extinguisher to prove purchase date is within regulation. - Applicant must ensure outdoor area is free of hazards (all tools/broken glass removed). - Fingerprint Clearances for all adults residing in the home Exit interview conducted and report was reviewed with the Applicant Lezly Rodriguez. Notice of site visit was given.
