Inspector’s narrative

What the inspector wrote

On March 17, 2026 at 2:30 PM, Licensing Program Analyst (LPA) Gigi Reyes conducted an unannounced Annual Random inspection of the Family Child Care Home and met with Licensee, Ariana Hinojosa, her assistant and husband Luis Torres, and the licensee’s adult child, Christian Torres Hinojosa. LPA explained the purpose of the visit. LPA and Licensee's assistant conducted the the tour of the home. At the time of the inspection, four children were observed napping—two infants and two toddlers. During the visit, one school‑age child arrived via school bus, bringing the total number of children to five. Shortly after, one child was picked up, reducing the number of children present to four. LPA reviewed the licensee’s application for a Large Family Child Care Home, which was submitted on February 25, 2026. A fire clearance for a capacity of 14 children was granted on March 16, 2026. Because the licensee rents/leases the home, proof of landlord notification is required. The LPA observed the Property Owner/Landlord Notification form (LIC9151) that the applicant confirms was provided to the property owner/landlord. The applicant obtained a signed Property Owner/Landlord Consent form (LIC 9149) to care for 12 up to 14 children. Due to time constraints, the annual random inspection will be continued on a later date. No deficiencies were cited during today’s visit. The Large Family Child Care Home license is approved and effective as of March 17, 2026. An exit interview was conducted, and the report was reviewed with Licensee, Ariana Hinojosa. A Notice of Site Visit was issued and must remain posted for 30 days. The inspection and report were translated into Spanish with assistance from the licensee’s adult child, Christian Torres Hinojosa.
