, 2025, Licensing Program Analysts (LPAs) Rosie Breault and Elizabeth George conducted an announced pre-licensing inspection at the above mentioned facility to ensure that health, safety, and personal rights as requires by Title 22 and Health and Safety Regulations governing California Childcare Centers will be met. The applicant applied for a single license childcare facility requesting 58 children: 16 infants ages 0 – 24 months, and 42 preschoolers aged 2 years – kindergarten. The facility will operate Monday – Friday 8:00AM-5:00PM. This facility is located on the grounds of Trinity Church of the Nazarene.
LPAs met with applicant Serineh Vartani and together toured and measured the on-limits areas and classrooms located at the facility. Infants will utilize “Infant Room”, and preschoolers to utilize rooms #1 and #2. Facility maintains a total of 4 sinks and 5 toilets which were tested and in good working order at the time of the inspection.
LPAs observed regulation postings placed in a prominent location, and facility utilizes “CareConnect” app for purposes of signing in and out. Facility is equipped with a room to isolate and care for any child who becomes ill during the day, with space for cot/mat, separate toilet, and sink, affords easy supervision, and not located in or near food or general toilet area. Facility will offer breakfast, lunch, snacks to children, and filtered water is available. LPAs observed kitchen and appliances in good working order, clean and free of pests.
LPAs observed infant classroom to be clean with age-appropriate toys to meet the needs of children, and toys in good condition, free of sharp, loose or pointed parts. LPAs observed sectioned crib area surrounded by sound absorbing material offering visibility to children in cribs. LPAs observed mattress cribs to be firm and covered with a fitted sheet that is appropriate to the mattress size, and overlaps the underside of the mattress so it cannot be dislodged. LPAs advised applicant must comply with Safe Sleep regulations at all times. Placement does not hinder entrance or exit to and from the napping space. Floors of room has a surface that is safe and clean, and LPAs observed waste receptacles with tight fitting lids. LPAs observed changing table to have padded surface no less than one-inch thick and covered with washable vinyl or plastic with raised sides and within arm’s reach of sink. LPAs observed first aid kit available in room and fire extinguisher last serviced 10/16/2024. Outdoor activity space is physically separate from space used by preschool children by gates and offers age-appropriate equipment and ample shade.
Preschool classrooms contains a variety of activities for children, comfortable temperature, ample ventilation, and sufficient number of mats and cots for the requested number of children. LPAs observed waste receptacles to have tightfitting lids, in good repair, leakproof and rodent-proof. LPAs reminded director facility shall remain clean, safe, sanitary and in good repair at all times to ensure the safety and well-being of children, employees, and visitors. LPAs observed disinfectants, cleaning solutions, poisons and other items that could pose a danger if readily available to children stored elevated in a locked cabinet. LPAs observed first aid kits in both rooms, carbon monoxide detector present, and fire extinguisher last serviced on 10/16/2024. Per director, no firearms or ammunition are present on property.
Preschoolers utilize 2 yards both ample shade, age-appropriate toys and equipment, clean sandbox, accessibility to water, and wood chips to absorb falls. The playground is enclosed by fencing to keep children in the outdoor activity area and prevent co-mingling of age groups. No bodies of water are present on the property.

Drinking water from a noncontaminating fixture or container shall be readily available both indoors and in the outdoor activity area. LPA advised per Health and Safety Code 1597.16(a)(1) Lead Testing and PIN-21-21-CCP
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018
, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first test.
Per Written Directive 100700(c)(1) Written Directives for Lead Testing (1) For a license issued on or after July 1, 2022, initial testing results shall be received and posted within 180 days of licensure.
This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
Director was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.

Infant classroom measures 581.45 sq. ft. which will accommodate applicant’s request for 16 infants. Outdoor area measures 626.72 sq. ft. Applicant will request outdoor wavier.
Total preschool classrooms measure 1509.39 sq. ft. and outdoor area measures 7,987.63 sq ft. Both will accommodate applicant’s request for 42 preschoolers.
