What the inspector wrote

This is a change of location and change of capacity. Previous facility number 426216558 . On May 6, 2025, at 3:02 P.M., Licensing Program Analyst (LPA) Joaquin Mendez conducted an announced Pre-license Inspection of the abovementioned residence and met with Applicant Cecilia Ramirez. LPA informed Applicant of the nature and purpose of the inspection. Applicant informed the LPA of the intention to maintain operating hours of a Family Childcare Home (FCCH) from 5:30 AM-5:30 PM, Monday- Friday. Saturday operating hours will be 5:30 AM- 3:00 PM. Applicant also intends to care for children 6 months of age to 13 years of age. Applicant was informed changes in licensing hours and/or the ages of children supervised and cared for can be altered upon notifying CCLD of the given modifications and/or changes. There are 2 adults residing in the home and 2 adults are cleared through The Guardian website. LPA, in the company of Applicant, toured the interior and exterior of the single-story residence in its entirety. The residence has three (3) bedrooms, two (2) bathrooms, living room, dining room, kitchen, laundry room, garage, and back yard. The areas to be used for childcare within the residence is the living room (playroom), dining room, hallway bathroom, and backyard area. The remainder of the home is excluded from childcare services. LPA observed a child safety gate separating the home\342\200\231s kitchen which leads to access to the washroom and garage and are off limits. \302\267 LPA observed a regulation fire extinguisher (2A10BC) in the area for childcare which was purchased on 4/21/25. LPA reminded Applicant of the responsibility to service or purchase a regulation fire extinguisher annually. \302\267 The residence has multiple combination smoke/carbon monoxide detectors. A combination smoke/carbon monoxide detector near the entry way was tested at 3:21 P.M. and found to be operable. \302\267 LPA observed the residence to be clean and orderly. \302\267 The residence has spaced and ventilation for children in care. \302\267 The restroom to be used for children in care is observed to be clean and free of toxins. \302\267 Sharps, medications, chemicals, and cleaning supplies are in an elevated locked cabinet in the kitchen making them inaccessible to children in care. \302\267 A water dispenser in the kitchen is supplied for drinking water to the children. Individual cups will be provided to children. \302\267 During inspection LPA observed medication in bedroom 2. This room belongs to the applicant\342\200\231s child who keeps his asthma medication in dresser drawer. LPA reminded the applicant to always make sure to secure areas that are labeled inaccessible with toxic or hazardous materials from children. The back yard is fully fenced by wood fencing and will be used by FCCH. \302\267 LPA observed the back yard to be enclosed by wooden fencing throughout. The footing in the area is concrete pavement. \302\267 In the back yard, there are various toys and equipment for the enjoyment of children of various ages. Additionally, LPA reminded Applicant to replace play equipment and toys when such items began to degrade or are not in good repair. \302\267 Observed today is a small play structure. LPA advised the applicant to add a cushion to the fall areas a minimum of 4 feet surrounding the play structure. Applicant immediately sent spouse to the store to purchase playground cushion. At 4:38 PM the spouse confirmed the purchase of various cushions to surround the play structure. Extra cushions were purchased to replace as they degrade. \302\267 LPA observed no bodies of water in the back yard. \302\267 Applicant has a shed in the backyard which is locked and inaccessible. In the shed are toys stored for the enjoyment of children of various ages. \302\267 On the west end of the yard is a fence preventing access. In this inaccessible area is the gate labeled emergency exit. \302\267 On the east side of the backyard is another area separated by a fence. This area will be used as to store the trash bins, BBQ equipment, and firewood. LPA record review revealed Applicant's documents noted below. \302\267 CCLD orientation certification on was obtained on 8/16/17. \302\267 Applicant completed Preventative Health Training on 8/19/17. \302\267 Pediatric CPR/First Aid (EMSA approved) was completed on 1/27/24 (expiration 1/2026). \302\267 Mandated Reporter training was completed on 7/06/24 (expiration 7/06/26) \302\267 LPAs reminded Applicant of obligation to maintain current training and certifications. Applicant informed the LPA that her spouse will be her assistant noted as S1 (Eulalio Alapisco Barron). S1\342\200\231s record review confirmed all certifications are met and recorded below. \302\267 S1 completed Preventative Health Training on 8/05/23. \302\267 Pediatric CPR/First Aid (EMSA approved) was completed on 3/10/2025 (expiration 3/2027). \302\267 Mandated Reporter training was completed on 3/20/25 (expiration3/20/27) No prohibited equipment will be allowed or used in the home. No baby bouncers, No infant walkers, No Johnny jumpers, No saucer chairs, No trampolines and any other item that falls into that category are not permitted in the facility. Applicant Cecilia Ramirez was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. The Applicant provided proof of control of property. LPA observed the deed to property on today\342\200\231s inspection. Applicant Cecilia Ramirez states she will not be offering Incidental Medical Services (IMS). Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 2202-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Entrance Checklist (LIC126) was provided to the applicant. LPA discussed the safe sleep regulations with Applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed Applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls of infant devices or their purchased equipment. On this date, May 6, 2025, the California Attorney General - Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility address. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ. Applicant Cecilia Ramirez was informed of the MyChildCarePlan.com site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication. On April 01, 2025, the Applicant submitted documentation for a FCCH change of location and capacity increase. The Santa Maria Fire Department granted a fire clearance following an inspection completed at FCCH on April 25, 2025. Today, no deficiencies were cited under Title 22 Division 12 Appeal rights given. The home meets Title 22 of CCR provisional requirements for a Large Family Childcare license. Effective date of license is the present day 5/06/2025. A notice of site visit was given to applicant and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Exit interview conducted and report was reviewed with the applicant, Cecilia Ramirez.
