On 07/02/2025 at 8:29 AM, Licensing Program Analyst (LPA) Bill Billones conducted an announced change of location Pre-licensing inspection for a Large Family Child Care Home and met with Applicant Griselda Ayala. LPA informed the Applicant the purpose of the inspection and together toured the facility inside and outside. Applicant was not caring for children at the time of the inspection. One adult resident and one child were also present in the home. Applicant stated childcare will be provided Monday - Saturday from 6:00 AM to 5:00 PM serving ages 0 to 12 years old.
The residence is a 3 bedroom, 3 bathroom home. The Applicant will use the living room, dining room, day care play room, 1 bedroom used for napping, 1 bathroom, and backyard for child care. Inaccessible areas will be the garage, 2 bedrooms, 2 bathrooms, laundry room, and kitchen as listed in facility sketch as designated off limit areas for child care. Age-appropriate toys and napping equipment were observed. Applicant was reminded to have no attachments or loose objects on cribs or pack \342\200\230n plays. Cleaning agents, disinfectants, and cooking knives are stored on high shelves in an unlocked kitchen cabinet. Applicant plans to store medication in a locked kitchen cabinet. Applicant was reminded to store these items out of reach from children in care. Applicant stated they plan to put a gate in kitchen to keep it inaccessible to child in care. Applicant stated they plan to add child proof door knob covers throughout the home. LPA observed cans of paint in the off-limits garage. The bathroom to be used for children in care was observed to be clean, sanitary, and free of hazardous items. The backyard is fully enclosed with wooden fencing and latched gates. LPA observed a storage shed that is kept locked, which Applicant stated will be used to store hazardous items. LPA observed two 3 foot metal tree stakes untethered to a tree in the backyard.

A regulation fire extinguisher was observed with a service date of 01/10/2025.
Applicant is reminded to service or purchase the fire extinguisher yearly.
LPA had Applicant test dual smoke and carbon monoxide detector, which was found operational at 8:50 AM. All adults in the home are fingerprint cleared. No bodies of water were observed on site. Applicant stated there are no firearms or ammunition in the home.
Applicant's Pediatric First Aid/CPR certificate expires on 07/24/2026. Applicant's Mandated Reported Training is valid until 10/03/2026. Preventative Health and Safety and Nutrition Training was completed on 04/13/2023. Childcare Orientation was completed on 02/15/2023.
The Applicant provided proof of control of property.
Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA reviewed with applicant the LIC 311D, Forms/Records to Keep In Your Family Child Care Homes, children\342\200\231s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the applicant. Continued on 809-C.
LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at:

as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at:

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
LPA discussed and provided Guidelines to Safe Sleep and Effects of Lead Exposure leaflets. Applicant was provided information from PIN 20-24-CCP - Recently Approved Safe Sleep Regulations In Effect and LIC 9227 (Infant Sleeping Plan).
Applicant was informed baby walkers, jumpers, bouncers, exersaucers, or any similar article are not permitted on the premises during day care hours.
Applicant was made aware of the responsibility to know the regulations for Family Child Care Home which can be accessed on-line at

.

On this date 07/02/2025, the California Attorney General - Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.
Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Continued on 809-C.
LPA provided the following resources to the applicant: Entrance checklist for a Family Child Care Home (FCCH)- LIC126; Pictorial poster of poisonous plants.
LPA requested from Applicant proof of the following: screened fireplace; gates and child proof door knob covers to keep off-limit areas inaccessible to children in care, removal of the metal tree stakes in the backyard.
Approval of a Large Family Child Care License is pending Licensing Program Manager approval. Once licensed, the Applicant is required to comply with the terms and limitations stated on the license.
A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior of the main door for 30 days.
Exit interview conducted, appeal rights were provided, and report was reviewed with the Applicant, Griselda Ayala.
