What the inspector wrote

On December 3 rd , 2025, Licensing Program Analyst (LPA) Rosie Breault conducted an announced prelicensing inspection at the above-mentioned center to ensure that health, safety, and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. There were 0 children present during this inspection. An application was received for a childcare center with a total capacity of 39 children: 7 infants age 0 \342\200\223 24 months, 12 toddlers age 18 months \342\200\223 36 months and 20 preschoolers age 2 years \342\200\223 6 years. The facility operates M-F 7:30am \342\200\223 5:30pm. LPA met with applicant Heather Robbins and together toured the facility. LPA measured the on-limits areas and classrooms. The facility has a total of 3 classrooms for care designated as: Preschool Room, Toddler Room, Infant Room. Toddler Room is within the Preschool Room, however sectioned off by use of gates and bookshelves to prevent co-mingling. Facility maintains a total of 4 sinks and 3 toilets. LPA observed regulation posting placed in a prominent location and parents/authorized representatives using BrightWheel app for signing in and out purposes. Facility provides breakfast, lunch, snacks and LPA observed kitchen to be clean, in order and functioning at the time of the inspection. Facility is equipped with a room to isolate and care for any child who becomes ill during the day, with space for cot/mat, separate toilet, and sink, affords easy supervision, and not located in or near food or general toilet area. In all facility classrooms, LPA observed a variety of age-appropriate equipment, toys, mats and materials including cribs, tables, chairs, cubbies, bookshelves, in good condition and in sufficient quantity to allow children present to fully participate in planned activities. At the time of the inspection, LPA observed furniture and equipment free of sharp, loose or pointed parts, and floor surfaces clean. Infant classroom is physically separate from those of toddlers to avoid comingling. LPA observed a variety of age-appropriate washable toys and equipment, waste receptacles with tight fighting lids. Infant changing tables are present within arm\342\200\231s reach of sink, with a padded surface no less than one-inch thick, covered with washable vinyl and not located in a food preparation area. LPA observed the sleeping area for infants to be physically separated from the indoor activity space. Infants nap in cribs within the infant room but sectioned off via gate and side wall(s). LPA observed mattresses with a fitted sheet that is appropriate to the mattress size, fits tightly on the mattress, and overlaps the underside of the mattress. LPA advised licensee facility must always follow Title 22 and Health & Safety Code regarding Safe Sleep. The toddler classroom provides a variety of activities, playing toys, books, and games. LPA observed sufficient quantity of mats for rest, ample ventilation and accessibility to toilets and sinks. Carbon monoxide is present and functioning at the time of the inspection. Fire extinguisher last serviced on 09/07/2025 and first aid kits are present. Poison, toxins and other items which may pose harm to children are located behind the sectioned off kitchen in the laundry room area. Per applicant, no firearms or ammunition are present on property. Infant outdoor play area is separated from that of toddlers and is located across the parking lot. At the time of the inspection, play area enclosed by regulation fencing to keep children in the yard. Infant play yard provides ample shade, a variety of age-appropriate toys, and facility will provide water. Preschool and toddler outdoor yard are separated by fencing to prevent co-mingling and keep children in play area. Toddler outdoor play yard consists of a cleaned sandbox, sink readily accessible, and age-appropriate equipment. Preschool yard provides a walking path, soft grass, and variety of activities. Per center director, no bodies of water are present on the property. A play tub is present for water activities; LPA advised applicant must remove water immediately once activity is completed. Fire clearance was approved by San Barbara County Fire Dept. on 10/17/2025. Infant indoor classroom measures 227.37 sq. ft. which will not accommodate applicant's request for 7 infants. Infant outdoor play space measures 520.67 sq. ft. which will not accommodate applicant's request for 7 infants. Toddler indoor classroom measures 440.97 sq. ft. which will accommodate applicant's request for 12 toddlers. Toddler outdoor play space measures 1637.34 sq. ft. which will accommodate applicant's request for 12 toddlers. Preschool indoor classroom measures 805.01 sq. ft. which will accommodate applicant's request for 20 preschoolers. Preschool outdoor play space measures 3182.04 sq. ft. which will accommodate applicant's request for 20 preschoolers. Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with the applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep , as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.
