What the inspector wrote

On April 24, 2023 at approximately 9:15am, Licensing Program Analyst (LPA) Haderer arrived unannounced for an annual inspection for compliance to Health and Safety. Present for the inspection was the site director Morena Waack, assistant director Marie Nastke, 7 staff members and 55 children in care (preschool children ages 3 to 4). The facility hours of operation are 7:30am to 5:30pm. The child care center operates on school campus with grade level from preschool through high school. There are 5 classrooms (room 3, 4, 15, 16, 17) and a multipurpose room used by children. Currently only 4 classrooms are in use (3, 4, 15, 16). The parents sign their children in and out through an app called Nemborn, all counts were checked and correct. The classrooms have cubbies with children\342\200\231s names on them. LPA observed that all preschool rooms are clean and safe for all children and staff. Children bring in their own water bottles from home, the school has completed the lead testing and does not have any detectible levels of lead. The facility is clean and well organized with ample age appropriate furnishings and equipment. Surfaces including floors and counter tops are clean and toxic free. There were no hazardous items/toxins observed to be accessible to children in care today. There are no bodies of water accessible to children in care. LPA observed solid waste containers with tight-fitting lids. Each classroom has a fully charged fire extinguisher, the last annual inspection was done 8-04-2022. Carbon monoxide and smoke detectors were available in each room, tested and working. Heating and ventilation is acceptable. Disaster drills are conducted every month, the last drill was conducted on April 20, 2023. There are separate staff bathrooms in the office not used by children. Director stated that there are no weapons or firearms on the premises. Any medications at the facility are stored in each of the classroom in high cupboards in each room. There were no expired medications found. Children bring in their own food from home, or the children are given lunch through a lunch service approved by their parents. Each classroom has appropriate bathrooms with cold water sinks and toilet. There is also an additional sink available in each classroom with cold water taps. There is a changing table within arms-reach of a sink in the preschool age 2-3 classroom. The 2-3 year old children have class on Tuesday, Wednesday and Thursday and leave the school before nap time. There are enough towels and soap supplies. Toilets, handwashing and cleaning areas are in safe and sanitary operating condition. The playground is in safe condition and free from sharp, loose or pointed parts and the areas around or under high climbing equipment has appropriate rubber cushioned material that absorbs a fall and enclosed within the school property, surrounded by a fence. Shade is available under the building eaves and teachers are always present. Personal water bottles travel with the children to the outside area, all water bottles are labeled with each child\342\200\231s first and last names. Children's records were reviewed: LPA requested and reviewed facility roster. All files selected were complete and up to date. Staff files were reviewed. Opening and closing staff have current CPR and first aid training. All staff subjected to criminal review have been cleared and associated to the facility. All files were complete, up to date and found to be in compliance with Title 22 regulations. Immunization records were available showing all teaches files were complete. All documents required to be posted were appropriately posted on the walls: License; Emergency Disaster Plan; Earthquake Preparedness checklist; Notification of Parents Rights; Personal rights; Child seatbelt laws; menus; daily activity schedules. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
