What the inspector wrote

The Licensee were in violation of Section 101229 (a)(1) that no child(ren) shall be left without the supervision, including visual supervision, of a teacher at any time\342\200\246. The preponderance of evidence standard has been met; therefore, the above allegation is to be SUBSTANTIATED. LPA Estoesta informed the Assistant Director that this report dated 10/8/2025 included a Type A Citation which shall be posted for 30 consecutive days as there is an immediate risk to the health, safety, and or personal rights of children in care. A $500.00 immediate civil penalty is also will be assessed as of today. Also, the LPA informed the Assistant Director to provide a copy of this licensing report dated 10/8/2025 that documents of any Type A citation, to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. This requirement is not met as evidenced by, Based on the LPA’s interviews and record reviews, on 9/25/2025, C1 was found, unsupervised, by staff members, right outside of the Multi-Purpose Room (MPR), between 10:45 am to 10:55 am.Director Morena Waack reported to the Child Care Oakland Regional Office via the telephone, the incident, on 9/29/2025. This poses an mmediate and potential risk to the health, safety, and or personal rights of children in care.
