What the inspector wrote

On December 8, 2025, Licensing Program Analyst (LPA) Darnella Barnes conducted an unannounced annual inspection of the child care facility. LPA explained the purpose of the visit to Licensee Juanita Castrence who granted entry and received the Entrance Checklist (LIC 126). The facility operated Monday through Sunday from 5:00 am to 5:00 p.m. Required postings were visible. Records showed the last fire and disaster drill took place on 11/5/25. LPA reminded the licensee of the six-month drill requirement and the need for proper documentation. Licensee, licensee\342\200\231s daughter Roxanne Castrence, 1 infant and 1 preschooler were present. LPA reviewed capacity and ratio rules, supervision requirements, mandated reporter duties, and the mandatory rights of children. LPA toured the home. Off-limits areas included all 4 bedrooms and master bathroom and attached garage. The home was clean, well-ventilated, and furnished with safe, age-appropriate toys and equipment. A fully charged 3A-40-BC last serviced 7/24/25. Smoke and carbon monoxide detectors were tested and found to be working. A functioning telephone was also present. Hazardous items, including cleaning supplies, detergents, medications, and poisons, were stored out of children\342\200\231s reach. No dangerous conditions were observed. The licensee stated there were no firearms in the home, and smoking was prohibited. -----CONTINUED NEXT PAGES ----- Outdoor areas were inspected. Off-limits spaces included both sides of the home that are gated. The backyard was enclosed with a five-foot fence. LPA reminded the licensee to notify Licensing before making changes to the home or yard. Licensee\342\200\231s Mandated Reporter certification expired on 11/4/27 and the CPR/First aid certification was missing. Therefore, a type B citation for the deficiency was issued and documented in the attached LIC809D. .LPA reminded the licensee that both CPR/First Aid and Mandated Reporter certifications must be renewed every two years to maintain compliance. Two children\342\200\231s files were reviewed and were complete, including the Affidavit Regarding Liability Insurance for Family Child Care Home (LIC 282). LPA reminded licensee that when providing transportation a valid driver\342\200\231s license is required, children may not be left unattended in vehicles, and proper car seats or booster seats must be used. Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. -----CONTINUED NEXT PAGE ----- Incidental Medical Services (IMS) policy was discussed. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
