What the inspector wrote

On 1/7/2026, Licensing Program Analyst(LPA) Anna Morales conducted an Annual Random Inspection and was met by Licensee Stephanie Bybee and one staff. LPA observed nine (eight preschool aged and one infant) children engaging in activities under the supervision from the staff. Facility's hours are Monday through Friday, 7am- 4:45pm. Last disaster drill was conducted on 12/8/25. LPA observed a current children's roster. Licensee stated that she is the only adult who resides at the facility. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. The home is two story family home. The home is neat and clean with heating and ventilation for safety and comfort. Children have access to the toddler room, kitchen, dining room, living room, pre-school room, bedroom, bathroom, and back yard (play area) . Children don't have access to the, garage, laundry room, and the entire second floor. LPA observed a barricade in front of the stairs . Licensee stated that the isolation area is the bedroom until parent pick. The outdoor play area is free from defects or dangerous conditions and is fenced. There are ample age-appropriate toys that appear to be safe and in good condition. LPA observed a fully charged 2A40BC fire extinguisher, working smoke/carbon monoxide detectors and no bodies of water. All hazardous materials and toxins are kept out of the reach of children. Licensee states that any poisons are stored in the garage and in inaccessible area LPA reminded Licensee that sleep sacks, smoking, baby walkers, and similar items are not allowed in Family Child Care Homes. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC)website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA observed that the Licensee is conducting and documenting 15 minute sleep checks. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA reviewed a random selection of children's file and observed that parent's rights forms, immunization records forms, consents for emergency medical treatment forms, and Identification forms are in each file. Licensee and Staff files were reviewed for the following records: Employee Rights (LIC9052), Statement Acknowledging Requirement to report Child Abuse (LIC9108), and Immunization Record showing immunity to measles (MMR), pertussis (Tdap), and influenza (or statement declining influenza). Both Licensee and staff have current Pediatric First Aid/CPR and Mandated Reporter Training on file. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. No deficiencies were issued during today's inspection. Exit interview conducted and report reviewed with Licensee Stephanie Bybee. Appeal Rights were given. A Notice of Site Visit was issued and informed Licensee to post in a visible location for 30 days.
