What the inspector wrote

Licensing Program Analyst (LPA), Shine Yu, conducted an unannounced Annual Inspection 12:45 pm and was greeted and met with the Licensee, Yann-Chiou Kuo. LPA observed the required posted materials, including the Facility License, Emergency Disaster Plan (LIC610), and Parents' Rights (PUB 393). Facility's operating days and hours are Monday to Friday 9:00 AM to 5:00 PM. LPA observed a current Children's roster. The last fire drill was conducted on 03/04/2025. Present are licensee, 1 helper and 11 children, all are over 2 years old. LPA reviewed a random selection of 6 children's files and observed that notification of parent's rights forms, immunization records forms, consents for emergency medical treatment forms, and Identification forms are in each file. LPA also reviewed the staff files for the following records: Employee Rights (LIC9052), Statement Acknowledging Requirement to report Child Abuse (LIC9108), and Immunization Record showing immunity to measles (MMR), pertussis (Tdap), and influenza. Licensee's pediatric 1st Aid and CPR certificate, expires 03/02/2026. Licensee accompanied with LPA to tour the facility. Off limits areas inside the home are bedroom 1 and garage. LPA observed the fire extinguisher on the wall right outside of the half bathroom; the smoke and carbon monoxide detector are in living room, bed room 2 and 3. LPA provided a copy of Healthy Beverages in Child Care flyer(AB2084) to the licensee. The bathroom and half bathroom are both clean and organized. There are tables, chairs and children leaning materials in the living room; there are age-appropriate toys in bedrooms and play yard for children. Continue on page 2 Licensee stated there is no firearm in the facility. There is no stairs in the facility. The fireplace is barricaded by children book shelf and is inaccessible to children. There is a small water fountain in play yard (3' x 1'), licensee barricaded it with bench and make it inaccessible to children. LPA took a photo. There is no pool observed outside of play yard. The outdoor play area is enclosed with appropriate fence and safe for children. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Licensee stated currently there is no medication provided in the facility. One parent provides Epi-pen for his child in case needed. LPA checked and reviewed Epi-pen package. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA encouraged the Licensee to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates. The Licensee can also email at childcareadvocatesprogram@dss.ca.gov and ask to be added to the email list for the updates. The Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Exit interview conducted and report was reviewed with the licensee, Yann-Chiou Kuo. The licensee also confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. No citation was issued during today\342\200\231s inspection and a copy of appeal right was provided to the licensee. A Notice of Site Visit was given and must remain posted for 30 days.
