What the inspector wrote

Licensing Program Analyst (LPA) Samantha Yip conducted an unannounced Case Management-Other inspection. LPA met with Director Gina and Licensee Li-Fan "Lily" Mock and explained the reason for the inspection. The purpose of this inspection is to discuss fingerprint clearance for staff. During today's inspection, LPA observed that S-1 and S-2 were present at the center. S-1 and S-2 have cleared criminal record and child abuse index. Their fingerprints are associated to Licensee's other facility (facility #434415153); however, not associated to this facility. Facility transferred S-1 and S-2 fingerprints during today's inspection. Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA observed that there were 22 toddlers. LPA reviewed the pre-licensing inspection; facility was licensed for 28 toddlers children. LPA discussed with Licensee that the maximum group size for toddlers is 12 toddler with one fully qualified teacher and one aide. LPA also discussed that the groups need to be physically separated. LPA discussed with Licensee about submitting capacity reduction. Facility will submit the following by 07/05/2024: - updated LIC 200A with change of capacity fee - updated LIC 999 As a result of this inspection, one Type B citation was issued. A civil penalty of $200 was assessed for caregiver background check. Exit interview conducted and report was reviewed with Licensee Lily and Director Gina. A notice of site visit has been issued and must remain posted for 30 days.

    Teacher-Child Ratio. The licensee may use teacher aides in a teacher-child ratio of one teacher and one aide for every 15 children in attendance.This requirement is not met as evidenced by: Based on record review, S-2 and S-3 were present in Room 1 with 16 children. S-2 had dipolma on file, but not their transcript. S-3 has proof of enrollment in course for the Winter 2024 quarter system. This poses a potential health and safety risk to children in care.

  • 101416.2(c)(1)Type B

    Infant Care Teacher Qualifications and Duties. To be a fully qualified infant care teacher, a teacher shall have the following: Completion, with passing grades, of 12 postsecondary semester or equivalent quarter units in early childhood or child development education at an accredited or approved college or university.At least three of the units required in (c)(1) above shall be related to the care of infants or shall contain instruction specific to infants.This requirement is not met as evidenced by: Based on record review, S-1 has transcript from an international university, which was not reviewed. This poses a potential health and safety risk to children in care.
