This requirement is not met as evidenced by: Based on interviews conducted, staff have been observed to shake children and tap them on their forehead when not listening. This poses an immediate risk to the health, safety and personal rights of children in care.

    Personal Rights (a) The licensee shall ensure that each child is accorded the following personal rights: (1) To be accorded dignity in his/her personal relationships with staff and other persons. This requirement is not met as evidenced by: Based on interviews conducted, staff have been observed to yell at children when they are not listening to staff. This poses an immediate risk to the health, safety and personal rights of children in care.

  • PERSONAL RIGHTS

    Personal Rights (a) (3) To be free from corporal or unusual punishment, infliction of pain, humiliation, intimidation, ridicule, coercion, threat, mental abuse or other actions of a punitive nature including but not limited to: interference with functions of daily living including eating, sleeping or toileting; or withholding of shelter, clothing, medication or aids to physical functioning. This requirement is not met as evidenced by: Based on interviews conducted, staff have been observed to take away children’s snack, food or chair if they are not listening and cause the children to be upset. Staff have been observed to take away child’s bedding, throw it aside and have them stand up as a form of punishment when not napping. Staff have been observed to inform children that they will not be picked up by parents as a form of punishment. This poses an immediate risk to the health, safety and personal rights of children in care.

    Infant Care Teacher Qualifications and Duties. Prior to employment, an infant care teacher shall have completed, with passing grades, at least three postsecondary semesters or equivalent quarter units in early childhood education or child development, and three postsecondary semester or equivalent quarter units related to the care of infants, at an accredited or approved college or university.This requirement is not met as evidenced by: Based on record review, S-1 and S-2 were in Room 3B. S-1 has proof of completion of 5.5 units. S-2 does not have completion of at least 3 units in care of infant. This poses a potential health and safety risk to children in care.

The toddler program shall be conducted in areas physically separate from those used by older or younger children...This requirement is not met as evidenced by: Based on observation, at 11:25AM, a staff brought preschool children to the toddler restroom. LPA observed that there was a toddler and staff in the restroom at the same time. This poses a potential health and safety risk to children in care.

S-3 is fully qualified. S-4 has proof of completion of 4 semester units and proof of enrollment in additional courses. S-4 is awaiting grade for additional courses. This poses a potential health and safety risk to children in care.
