What the inspector wrote

Licensing Program Analyst (LPA) Samantha Yip conducted an unannounced Case Management- Licensee Initiated inspection. LPA met with Director Chinlan "Jina" Wang and explained the reason for the inspection. Licensee Li-Fan "Lily" Mock arrived shortly after. The purpose of this inspection is Licensee requested a change of capacity; the preschool program is increasing capacity from 52 to 56 children and the toddler component is decreasing capacity from 28 to 24 toddlers. The overall capacity facility is requesting is 80. Facility also installed a partition to separate the two toddler groups. A fire clearance was granted on 07/12/2024. Measurements inside were conducted during today's inspection. Toddler Component The measurements for the indoor area are as followed: Toddler A : 21.667 x 23.083 = 500.139 minus encumbered space 57.335 = 442.855 Toddler B : 22.667 x 18.417 = 417.458 minus encumbered space 6.707 = 410.751 Total Toddler Indoor Space: 853.606 divided by 35 = 24 children The measurements for the outdoor activity area are as followed: R3- Toddler Playground A: 34.167 x 30.083 = 1,027.845 Toddler Playground B: 15.500 x 83.333 = 1,291.661 Total Toddler Outdoor Space: 2,319.506 divided by 75 = 30 children Preschool Program The indoor measurements are as followed: Room 1 : (41.083 x 21.083 = 866.152) + (8.333 x 3.417 = 28.473)= 894.625 minus encumbered space 24.617 = 870.008 Room 2 : 41.500 x 20.500 = 850.750 minus encumbered space 45.229 = 805.521 Room 4 : 20.000 x 11.750 = 235 minus encumbered space 51.726 = 183.274 Total Preschool Indoor Space: 1,858.803 divided by 35 = 53 children ----------------continuation of 809 dated 07/30/2024 page 1------------------------ The outdoor measurements for the preschool program are as followed: R1 Playground Preschool : 35.083 x 72.333 = 2,537.658 R2 Playground Preschool : 60.167 x 26.500 = 1, 594.425 minus encumbered space 118.063 = 1, 476.362 Total Outdoor Activity Space : 4, 014.02 divided by 75 = 53 children Director stated that an updated LIC 200A will be submitted to reflect the change to the preschool capacity. LPA also informed Director that an updated fire clearance needs to be obtained. The preschool program has 64 cubbies, 60 chairs, 9 tables, 5 toilets, and 5 sinks. There are toys and equipment for children. There is a fully charged fire extinguisher, smoke detector, and carbon monoxide detector. Director stated that there are no weapons, such as firearms stored on the premise. The toddler option has 25 chairs, 4 tables, 34 cubbies, 3 sinks, and two toilets. There is changing table, which is within areas reach of a sink. LPA discussed with Licensee and Director that the toddler component and preschool component cannot share a restroom. LPA observed at 11:25AM that a staff brought preschool children to the toddler restroom. There was a toddler and toddler staff in the restroom at the time. Licensee stated that the bathroom is only used when the children are outside. Director sent a note to staff that the toddler restroom cannot be used by the preschool program during today's inspection and stated that they will seize using the restroom. There is a separate restroom for the preschool program. There are toys and equipment for children. The outdoor area is fenced. Shaded rest area is provided through canopies and trees. Areas around play equipment have resilient material to absorb falls. There were no bodies of water observed during today's inspection. LPA discussed with Director that any bucket that is filled with water needs to be dumped out. --------------------continues on 809 dated 07/30/2024 page 3------------------------ -------------------continuation of 809 dated 07/30/2024 page 2---------------------- During today's inspection, S-1 and S-2 were in Toddler B. S-1 only has proof of completion of 4 semester units and is enrolled to completed additional courses. Licensee stated that S-1 completed the additional courses, but is waiting for their final grade. LPA also observed that R2 playground preschool had two staff, S-3 and S-4, and 24 children. S-3 is a fully qualified teacher and S-4 only has proof of completion of 4 semester units. S-4 is enrolled to completed additional courses. Licensee stated that S-4 completed the additional courses, but is waiting their final grade. LPA discussed with Licensee and Director that a teacher needs to have completed with a passing grade at least 6 semester units and enrolled in at least 2 semester units each semester or quarter unit in order to be considered a teacher. Facility will submit the following by 08/06/2024: - updated LIC 200A to reflect the change of capacity and a change of capacity fee of $25 As a result of this inspection, Type B citations were issued. Exit interview conducted and report was reviewed with Licensee Lily Mock and Jina Wang. A notice of site visit has been issued and must remain posted for 30 days.

S-3 is fully qualified. S-4 has proof of completion of 4 semester units and proof of enrollment in additional courses. S-4 is awaiting grade for additional courses. This poses a potential health and safety risk to children in care.

The toddler program shall be conducted in areas physically separate from those used by older or younger children...This requirement is not met as evidenced by: Based on observation, at 11:25AM, a staff brought preschool children to the toddler restroom. LPA observed that there was a toddler and staff in the restroom at the same time. This poses a potential health and safety risk to children in care.

  • INFANT CARE TEACHER QUALIFICATIONS AND DUTIES

    Infant Care Teacher Qualifications and Duties. Prior to employment, an infant care teacher shall have completed, with passing grades, at least three postsecondary semesters or equivalent quarter units in early childhood education or child development, and three postsecondary semester or equivalent quarter units related to the care of infants, at an accredited or approved college or university.This requirement is not met as evidenced by: Based on record review, S-1 has proof of completion of 4 semester units. S-1 is enrolled in courses and is awaiting final grade, which poses a potential health and safety risk to children in care.
