What the inspector wrote

On 3/17/2022 at 1:00pm Licensing Program Analysts (LPA) Kirk Marks and Emilia Grisak conducted a subsequent complaint investigation inspection to the facility for the purpose of delivering complaint findings. It was alleged that Staff do not have appropriate teacher qualifications, specifically, that unqualified staff are used to supervise children in care. On 11/15/2021 at 10:30am LPA met with the Director, Mornen Haymer, and discussed the allegations. LPA received documentation of training for staff members and observed classes where staff members were supervising children. It was determined that a staff member was supervising children and working as a teacher but was not qualified as a teacher. It was determined the Director believed the staff member was qualified but misunderstood qualification requirements. Based on observations and the interviews conducted, the preponderance of evidence standard has been met, therefore the above allegation is found to be substantiated. California Code of Regulations (Title 22) is being cited on the attached LIC 9099D. Appeal rights were provided and exit interview was conducted. The notice of site visit must be posted for 30 days.

This requirement was not met as evidenced by: based on staff records staff were hired as teachers without all qualifications needed.
