What the inspector wrote

Continued on LIC9099-C Licensee denied the allegations stating the children are supervised at all times and children are never left in wet or soiled diapers. L1 stated she makes sure there are always 2 or 3 qualified teachers along with 1 aide, however staff cannot give 100% to the child as they are not nannies. L1 further stated when the children are outside the teachers situate themselves in different areas of the yard so the entire yard can be seen. L1 stated there is a diaper changing schedule; however they will change the children’s diapers as needed. According to staff interviews D1 stated there are 3 classrooms and always a teacher in each classroom when children are present, if numbers are low, they will close a classroom. D1 stated there are 3–4 teachers in the morning, 3 teachers at naptime and 2-3 teachers in the evening. D1 further stated when the children are outside each teacher has a specific area they stand to supervise the children, which is located throughout the outdoor play area and if attendance is low staff will close off part of the yard. D1 stated there are 4 children in diapers, all staff change diapers before going outside and then check the children every 2 hours. Furthermore, D1 stated they will not train the children to use the toilet but will assist the children if needed. S1 stated part of their job is to make sure the children are never alone and always supervised. S1 stated children have their diapers changed three times in the morning and three times in the afternoon. In addition, S1 stated if a child is potty training they check the child’s diaper every 30-40 minutes and either change the child or take the child to the restroom. On 06/25/2025 LPA observed two children arrive with their guardians, walk into the kitchen alone and put their lunch boxes in their cubbies. The children immediately walked out of the kitchen back into the classroom with the staff and other children. The kitchen is located off of the main classroom with a gate in the doorway. LPA observed the gate to be open. Upon arrival on 07/21/2025 LPA observed 14 children outside with 2 staff. One staff member was helping 3 children on the monkey bars while the other staff member was facing the red shed holding a child. LPA observed the other children running around the outdoor play area. One adult interview revealed they did not have any concerns with the facility. Based on the information gathered during this investigation, although the allegation may have happened or is valid, there is not a preponderance of evidence to prove that the allegation occurred and therefore is determined to be unsubstantiated. There were no Title 22 deficiencies cited. This report was reviewed and discussed with Licensee Monika Verma. Appeal rights were provided. Notice of Site Visit shall be posted for 30 days from today's visit. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
