What the inspector wrote

Director Heim further stated that children’s diapers are changed at least every two hours or sooner if soiled, and that children are also changed prior to being picked up by their authorized representative in the afternoon. She explained that if a child is picked up from the outdoor play yard or before their scheduled diaper change time, teachers offer to change the child’s diaper, if needed, before the child is signed out. Director Heim also noted that the center maintains extra diapers in the event a child forgets to bring them from home or runs out during the day. Director Heim explained that classroom surfaces are cleaned and sanitized daily, and that the diaper changing area is sanitized and disinfected after each diaper change. Director Heim described the facility’s use of three types of commercial cleaning products: a red-bottle sanitizer, a green-bottle disinfectant, and a blue-bottle cleaner for glass and other surfaces. Director Heim stated that each classroom maintains a “Classroom Cleaning Checklist” covering food contact surfaces, mouthed objects, restrooms, diapering areas, and general classroom areas, and that staff are required to follow this checklist. Director Heim noted that the facility uses an in-house KinderCare application to communicate with families and log mealtime details, diaper changes, and provide daily reports. Director Heim stated that company policy requires teachers to record each diaper change immediately. However, she acknowledged that when teachers are busy, the app is not always updated in real time. Director Heim confirmed that while diaper changes reportedly occur promptly, the electronic records may not always reflect the actual timing, which can create the appearance of extended intervals between recorded changes. Director Heim stated that teachers prioritize providing care and supervision over administrative tasks and attempt to update the app as soon as possible. Throughout the investigation, the LPA conducted unannounced visits on October 21, October 24, and November 12, 2025, to interview staff members and make observations. During these visits, interviews with staff S1 through S10 and observations inside the classrooms did not produce any corroborating evidence supporting the allegations. The statements provided by staff were consistent with the center director’s assertions that the diaper changing area is cleaned after each use and that diapers are changed in a timely manner. Interviews with clients likewise did not yield any information that corroborated the allegations. Based on available information and interviews conducted, although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur. Therefore, the allegations are determined to be unsubstantiated at this time. There were no Title 22 deficiencies cited. This report was reviewed and discussed with the center director, Anais Heim. Appeal rights were provided. Notice of Site Visit shall be posted for 30 days from today's visit.
