Inspector’s narrative

What the inspector wrote

Director Poma was interviewed during the initial investigation tele-visit. Director Poma denied the allegation that there is a lack of supervision being provided at the center. Director Poma stated that staff are trained to provide active supervision to the children in care. Director Poma, however, acknowledged that the three alleged events at the center involving C1 and C2 did occur. Director Poma stated that these events were isolated incidents and likely not caused by a lack of supervision. Director Poma stated that teachers of C1 and C2 reported that the two children were friendly and frequently played with each other. Director Poma stated that there was no indication that C2 was being bullied or singled out. Director Poma reported that there were no physical injuries reported because of any of the incidents. Director Poma stated that separate meetings were conducted with the guardians of C1 and C2 to collaborate on ways to reduce the possibility of future incidents. Director Poma stated that a behavioral advisor was also consulted, and a plan was created for C1. Director Poma stated that C1 and C2 were placed into different cohorts; no further incidents between the children were reported. During the complaint investigation, interviews were conducted with facility staff (S1-S7) beginning on 04/22/21 at 01:40pm and on 06/24/21 at 01:43pm. The staff that were interviewed all stated that they have not observed any inappropriate interactions or altercations between children in care that were initiated due to a lack of supervision. Staff stated that they believe the center is providing adequate care and supervision to meet the children\342\200\231s needs. Staff stated that they position themselves so that they can observe all the children: watching, counting, and listening. Staff interviewed stated that they use their knowledge of each child\342\200\231s development and abilities to anticipate what they will do, then get involved and redirect them when necessary. The staff interviewed all corroborated the center director\342\200\231s statements. Interviews with daycare children were conducted during the investigation. The children interviewed all stated that they felt safe while attending the center and that they did not have any concerns about their own safety while at the center. The children that were interviewed all indicated that adequate care and active supervision was being provided at the center. The children interviewed stated that staff members walk around the classroom and playground to monitor and engage with children. The children stated that they enjoy attending this facility. Although it was corroborated that child C1 engaged in inappropriate interactions and altercations with C2, based on available information and interviews conducted, the inappropriate interactions and altercations were likely not caused by a lack of supervision or any other violation of regulations. Therefore, the allegations are unsubstantiated. All licensing reports are public information and must be made available upon request for at least three years.
