Inspector’s narrative

What the inspector wrote

Lemus stated that she is not aware of any other instances where a classroom was operating out of ratio. Interviews with facility staff S1-S6 were conducted by the LPA during the investigation. Staff members that were interviewed corroborated the center director\342\200\231s statements. Based on information obtained from interviews, the preponderance of evidence standard has been met; therefore, the above allegation is found to be substantiated. California Code of Regulations, Title 22, is being cited on the attached LIC 9099-D. Appeal rights were provided. An exit interview was conducted, and this report was read and discussed with the lead teacher, Maggie Petersen. The Notice of Site Visit shall be posted for 30 days.

    Teacher-Child Ratio. There shall be a ratio of one teacher visually observing and supervising no more than 12 children in attendance. This requirement was not met as evidenced by:Based on the LPA's interviews with facility staff and the center director Daysi Lemus’ own admission on 09/19/24, it was corroborated that the facility operated out of ratio on a specified date resulting in one staff member (S2) supervising 14 awake children. This posed a potential health and safety risk to the children in care.
