What the inspector wrote

On April 7, 2025, Licensing Program Analyst (LPA) Aurelio Mendoza conducted an unannounced Required 3-Year Inspection for the preschool license located at Don Pedro Elementary School, in Room 27. LPA met with Director Mary Gonzales and conducted a comprehensive tour of the facility, including both indoor and outdoor areas. The preschool operates on a traditional school-year schedule with half-day sessions: AM from 8:00 AM to 11:15 AM and PM from 12:00 PM to 3:15 PM, Monday through Friday. During the inspection, LPA observed that all cleaning supplies, disinfectants, medications, and hazardous materials were stored out of children\342\200\231s reach, and all poisons were kept locked and inaccessible. No firearms or ammunition were present on the premises. LPA discussed the new pool safety requirements under Assembly Bill (AB) 2866, effective January 1, 2025, and informed the director of the associated Provider Information Notice (PIN 25-01-CCP) issued on January 6, 2025. The facility's furniture and equipment were found to be in good repair, with no sharp or broken parts. Playground equipment was also in safe condition, and areas under climbing equipment had cushioning to absorb falls. The outdoor play area was free of hazards, and the facility had functioning carbon monoxide detectors. Restrooms and handwashing stations were clean and operable, and floors throughout the facility were clean and safe. All trash containers had tight-fitting lids and were in good repair. Drinking water was readily accessible indoors and outdoors via fountains, dispensers, personal water bottles, and disposable cups. The facility provides breakfast and lunch, which are prepared in the school cafeteria and served in the classroom. Weekly menus were posted in an area visible to authorized representatives. (Continued on LIC809-C) Capacity and teacher-child ratios were in compliance during the inspection. At least one staff member trained in CPR and Pediatric First Aid was present during program hours. Children were under visual supervision at all times. The director has designated a fully-qualified staff member to act in her absence, and this information has been reported to the Department. A review of children\342\200\231s files showed they contained all required documentation, including emergency contact information and medical assessments. Staff files reviewed included health screenings, immunization records for influenza, pertussis, and measles, and current documentation of completed Mandated Reporter Training. LPA discussed the Community Care Licensing website ( www.ccld.ca.gov ), which provides access to licensing forms, regulations, PINs, and quarterly updates. Reporting Requirements were reviewed as outlined in Title 22, Section 101212. Director Mary Gonzales was reminded that all adults over the age of 18, including volunteers and staff, must have a criminal record clearance or exemption prior to being present at the facility, as outlined in Health and Safety Code section 1596.871. Civil penalties apply for violations. LPA reviewed compliance with AB 2370, which requires licensed child care centers built before January 1, 2010, to test drinking water used for consumption and food preparation for lead contamination. This testing must be completed by January 1, 2023, and repeated every five years. Facilities licensed after July 1, 2022, must test water within 180 days of licensure per PIN 21-21.1-CCP. The facility has completed lead testing in accordance with these requirements. More information can be found at: www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information . The facility provides Incidental Medical Services (IMS). LPA reviewed the storage of medication, as well as related documentation and procedures. For more information, the director was referred to PIN 22-02-CCP. Information regarding the Americans with Disabilities Act (ADA) was also provided, including contact numbers and the ADA child care resource: https://www.ada.gov/resources/child-carecenters/ . Director Mary Gonzales was also informed about MyChildCarePlan.org, a consumer education website that connects families to child care providers and Resource and Referral Agencies (R&Rs) throughout California. At the conclusion of the inspection, an exit interview was conducted and the report was reviewed with Director Mary Gonzales. Appeal rights were provided. No deficiencies were cited during today\342\200\231s visit. A Notice of Site Visit (LIC 9213) was issued and must remain posted for 30 days.
