What the inspector wrote

Licensing Program Analyst (LPA) Aurelio Mendoza conducted an unannounced Annual/Random Inspection for the preschool license. LPA met with Early Childhood Education Coordinator, Kimbra Houck, and toured the facility both indoors and outdoors. The facility operates Monday through Friday with a morning session from 8:00 AM to 11:00 AM and an afternoon session from 12:00 PM to 3:00 PM. All poisons are stored in a locked area. No poisons were observed during the inspection. Disinfectants, cleaning solutions, medications, and other hazardous items are made inaccessible to children. There is no swimming pool or other permanent bodies of water on the premises. However, there is a child\342\200\231s play water table used during care. Per Early Childhood Education Coordinator Kimbra Houck, the water table is emptied after each use by both the morning and afternoon care sessions. Firearms and ammunition are not allowed or stored on site. Furniture and equipment are in good condition and free of sharp, loose, or pointed parts. Playground equipment is also in safe condition. The outdoor activity space is well-maintained and free of hazards. Areas around climbing equipment and slides have cushioning material to absorb falls. All toilets and handwashing facilities are in safe and sanitary operating condition. The facility has one or more functioning carbon monoxide detectors. Floors are clean and safe. Solid waste containers have tight-fitting lids and are in good repair. Drinking water is available both indoors and outdoors. Each child has a labeled personal water bottle. If a child arrives without one, bottled water is provided. Drinking fountains are also available, one indoors and one outdoors. Children\342\200\231s water bottles are transported in a tub when moving between indoor and outdoor areas. (Continued on LIC809-C) The facility provides meals, including breakfast in the morning and lunch in the afternoon. No snacks are provided. Meals are prepared on site and delivered to the classrooms, where children eat. Food is provided through a third-party food program. Menus are posted at least one week in advance in a location visible to authorized representatives. The facility is operating within the capacity and limitations specified on the license. At least one staff member trained in CPR and Pediatric First Aid is present whenever children are on site or during offsite activities. The name of the center director or fully qualified teacher designated to act in the director\342\200\231s absence has been reported to the Department. All children are under supervision, including visual supervision, at all times. The facility meets required teacher-to-child ratios. LPA reviewed a sample of children\342\200\231s files and observed that they contained complete contact information for authorized representatives and/or individuals authorized to assume responsibility for the child, as well as medical assessments. A sample of staff files was also reviewed and found to include health screenings, immunization records for influenza, pertussis, and measles, and current documentation of completed mandated reporter training. LPA discussed the Community Care Licensing website ( www.ccld.ca.gov ), which provides access to resources such as forms, regulations, Provider Information Notices (PINs), and Quarterly Updates. LPA reviewed reporting requirements as outlined in Section 101212 of the regulations. Early Childhood Education Coordinator, Kimbra Houck, was reminded that all adults 18 and over including employees and volunteers, except as specified in Health and Safety Code section 1596.871 must obtain a criminal record clearance or exemption, or transfer an existing clearance or exemption, prior to being present in a child care center. A civil penalty of $100.00 per day, per person, for up to 5 days (or up to 30 days for repeat violations) may be assessed if this regulation is violated. (Continued on LIC809-C) Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed child care centers constructed before January 1, 2010, to test their drinking and food preparation water for lead contamination by January 1, 2023, and every five years thereafter. For licenses issued after July 1, 2022, testing must be completed within 180 days of licensure, per Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that lead testing was completed in accordance with these directives. LPA referred Kimbra Houck to the Department\342\200\231s lead testing information page: www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information . Incidental Medical Services (IMS) policy was discussed. For IMS information, see PIN 22-02-CCP. When IMS is provided, an updated Plan of Operation must be submitted to the Department. Information regarding the Americans with Disabilities Act (ADA) was provided, including the U.S. Department of Justice toll-free ADA Information Line at (800) 514-0301 (voice) or (800) 514-0383 (TTY), and the publication \342\200\234Commonly Asked Questions about Child Care Centers and the ADA,\342\200\235 available at: https://www.ada.gov/resources/child-care-centers/ . Kimbra Houck was informed of the MyChildCarePlan.org website, a consumer education resource that helps families find child care and connect with Resource and Referral Agencies throughout California.
