Teacher Qualifications and Duties: A teacher shall have completed, with passing grades, units of the education requirements, or shall have obtained a Child Development Assistance Permit issued by the California Commission on Teacher Credentialing. This requirement was not met as evidenced by Licensee informing LPAs that opening staff is a volunteer. LPAs reviewed the volunteer's file and observed the file lacked the proper documentation, demonstrating the volunteer meets the requirements of a teacher. This is a potential health and safety risk to children in care.

PERSONNEL REQUIREMENTS
Personnel Requirements: At least one staff member who is trained in pediatric cardiopulmonary resuscitation and pediatric first aid pursuant to Health and Safety Code Section 1596.866 shall be present when children are at the child care center or offsite for center activities. This requirement was not met as evidenced by LPAs observation of the volunteer's personnel file, which lacked required documentation including pediatric First Aid /CPR training. This is an immediate health and safety risk to children in care.

Indoor Activity Space for School-Age Children: In combination programs, indoor activity space provided for school-age child care center children shall be physically separated from space provided for infant care and child care center children.
