What the inspector wrote

On 04/01/2025, Licensing Program Analyst (LPA) Aurelio Mendoza conducted an unannounced Required - 3 Year Inspection for the preschool license. LPA met with Site Supervisor Erica Prock and toured the facility indoors and outdoors. The facility is located on the Denair Elementary School campus in Room #15 and operates on a traditional school year schedule. The morning session runs from 8:10 a.m. to 11:10 a.m., and the afternoon session from 11:30 a.m. to 2:30 p.m., Monday through Friday. All poisons are stored in a locked area, and none were observed during the inspection. Disinfectants, cleaning solutions, medications, and other hazardous items are inaccessible. There are no swimming pools, bodies of water, firearms, or ammunition on the premises. LPA reviewed new pool safety requirements under AB 2866, effective 01/01/2025, and referenced PIN 25-01 CCP issued on 01/06/2025. Furniture and playground equipment are in good condition and free of hazards. The outdoor activity area is safe, with cushioning material around high climbing equipment, swings, and slides. Toilets and handwashing facilities are in safe and sanitary condition. Carbon monoxide detectors are functional. Floors are clean and safe, and waste containers have tight-fitting covers. Drinking water is available indoors and outdoors via personal water bottles, drinking fountains, dispensers, and disposable cups. Meals, prepared on-site, are provided through the school cafeteria, with menus posted at least one week in advance. The facility adheres to its licensed capacity and staff-child ratios. At least one staff member trained in CPR and Pediatric First Aid is present during operating hours and offsite activities. The child care center director or designated fully qualified teacher has been reported to the Department. Children are under continuous supervision. (Continued on LIC809-C) LPA reviewed a sample of children's files, confirming completeness with emergency contact information and medical assessments. Staff files were also reviewed and contained health screenings, immunization records (including influenza, pertussis, and measles), and current mandated reporter training documentation. An influenza decline statement is on file for staff. LPA provided technical advisories (TA) regarding holes and directed that the area by the shed in the playground be serviced. LPA discussed the Community Care Licensing website ( www.ccld.ca.gov ) for access to forms, regulations, PINs, and updates. Reporting requirements (Section 101212) were reviewed. Staff were reminded that all adults 18 and over must have a criminal record clearance or exemption prior to working, with penalties for noncompliance. LPA verified compliance with AB 2370 regarding lead testing of drinking and food preparation water and referred the facility to the Department's water testing website ( www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information ). Incidental Medical Services (IMS) policy was discussed, including the requirement to submit an updated Plan of Operation when IMS is provided. ADA resources were shared, including the USDOJ ADA Information Line ((800) 514-0301) and the ADA child care resource link ( https://www.ada.gov/resources/child-care-centers/ ). Site Supervisor Erica Prock was informed of MyChildCarePlan.org for connecting families to child care providers and Resource and Referral Agencies (R&Rs) in California.
