Inspector’s narrative
What the inspector wrote
Licensing Program Analysts (LPAs) Kimberly Vass and Aurelio Mendoza conducted an unannounced annual/random inspection for the preschool license. LPAs met with Director Mary Gonzales and toured the facility indoors and outdoors. Days and hours of operation are Monday through Friday from 8:00 a.m. to 11:15 a.m.
All poisons are kept in a locked storage area. No poisons were observed during the visit. Disinfectants, cleaning solutions, medication, and other hazardous items are stored in a manner that makes them inaccessible to children.
There is no swimming pool or other bodies of water on the premises. There are no firearms or ammunition allowed or stored on the premises.
Furniture and equipment are in good condition and free of sharp, loose, or pointed parts. Playground equipment is in safe condition and free of sharp, loose, or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and free of hazards. Areas around high climbing equipment and slides have cushioning material to absorb falls. All toilets and handwashing facilities are in safe and sanitary operating condition. The facility has one or more functioning carbon monoxide detectors. Floors are clean and safe throughout the facility. Solid waste containers have tight-fitting covers and are in good repair.
Drinking water is available both indoors and outdoors. Water is provided by drinking fountains and disposable cups. The facility provides meals to children; snacks are not provided on site. Food is prepared on site in the cafeteria. Menus are posted at least one week in advance where they can be viewed by authorized representatives.
Capacity and limitations as specified on the license are being maintained. At least one person trained in CPR and Pediatric First Aid is present when children are in care or participating in offsite activities. The name of the child care center director or the fully qualified teacher designated to act in the director\342\200\231s absence has been reported to the Department. All children are under supervision, including visual supervision, at all times. The facility meets required teacher-child ratios.
LPAs reviewed a sample of children\342\200\231s files and observed that the files contained complete contact information for authorized representatives and individuals who may assume responsibility for the child, as well as medical assessments. LPAs also reviewed a sample of staff files and observed complete health screenings, immunization records for influenza, pertussis, and measles, and documentation confirming completion of mandated reporter training.
LPAs discussed the Community Care Licensing website at
www.ccld.ca.gov
, which provides access to forms, regulations, Provider Information Notices (PINs), and quarterly updates.
LPAs discussed reporting requirements as outlined in Section 101212 of Title 22 regulations.
Director Mary Gonzales was reminded that all adults 18 years and over, including employees and volunteers (except as specified in Health and Safety Code section 1596.871), must obtain a criminal record clearance or exemption, or transfer an existing clearance or exemption, prior to being present in a child care center. A civil penalty of a minimum of one hundred dollars per day, up to a maximum of five days (or thirty days for a repeat violation), may be assessed if this regulation is violated.
Assembly Bill 2370, Chapter 676, Statutes of 2018, requires all licensed child care centers constructed before January 1, 2010, to test their drinking and food preparation water for lead contamination before January 1, 2023, and every five years thereafter. For child care center licenses issued after July 1, 2022, testing must occur within 180 days of licensure, pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPAs verified that lead testing was completed in accordance with these directives. LPAs referred the director to the Department\342\200\231s lead testing webpage at

This facility provides Incidental Medical Services (IMS). LPAs reviewed storage of medication and equipment/supplies, and reviewed children's, personnel, and administrative records. For IMS information, LPAs provided PIN 22-02-CCP. LPAs also provided information regarding the Americans with Disabilities Act, including the United States Department of Justice toll-free ADA Information Line at (800) 514-0301 (voice) or (800) 514-0383 (TTY), and the publication \342\200\234Commonly Asked Questions about Child Care Centers and the ADA\342\200\235 available at
https://www.ada.gov/resources/child-carecenters/
.
Director Mary Gonzales was informed of the MyChildCarePlan.org website, a consumer education resource that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies throughout California.
To support improvements in the inspection process, a survey may be sent to the facility\342\200\231s email address. The director was encouraged to complete the survey and share her inspection experience. Questions about the inspection process or CARE tools may be emailed to inspectionprocess@dss.ca.gov.
