What the inspector wrote

Licensing Program Analyst (LPA) Aurelio Mendoza conducted an unannounced annual/random inspection for the preschool license. LPA met with Site Supervisor Maria Sida and toured the facility both indoors and outdoors. The facility currently provides daycare services for preschool-age children. The hours of operation are Monday through Saturday, from 5:30 a.m. to 10:00 p.m. All poisons are stored in a locked area, and none were observed during the inspection. Disinfectants, cleaning solutions, medications, and other hazardous items were made inaccessible to children. During the walkthrough of the facility, LPA Aurelio Mendoza observed two cats. Site Supervisor Maria Sida was advised to remain vigilant regarding the pets on the premises, and was informed that the facility would be held accountable in the event a pet injures a child in care. There is no swimming pool or any other body of water on the premises. Site Supervisor Maria Sida confirmed that there is no in-ground pool or any type of pool onsite. No firearms or ammunition are allowed or stored on the premises. LPA discussed the new pool safety requirements under Assembly Bill (AB) 2866, which went into effect on January 1, 2025, and informed the Site Supervisor that a Provider Information Notice (PIN 25-01-CCP) regarding the requirements was issued on January 6, 2025. Furniture and equipment throughout the facility were observed to be in good condition, free of sharp, loose, or pointed parts. Playground equipment was also in safe condition and free of hazards. The surface of the outdoor activity area is maintained in a safe condition and free of obstructions. Areas around climbing structures and slides contain cushioning materials to help absorb impact from falls. All toilets and handwashing facilities were observed to be in safe and sanitary operating condition. The facility has one or more functioning carbon monoxide detectors. Floors are clean and free of hazards. Solid waste storage ... ... containers have tight-fitting covers and are in good repair. Drinking water is available both indoors and outdoors. Children have access to water through a water faucet, and some children use personal water bottles that are filled using a water jug provided by the facility. The facility also provides disposable cups so that children may access drinking water as needed. Meals provided at the facility include breakfast, lunch, dinner, and snacks. Food is prepared on site, and the facility also participates in a third-party food program. Menus are posted at least one week in advance in a location where they are accessible to an authorized representative. The capacity and limitations specified on the license are being maintained. At least one staff member trained in CPR and Pediatric First Aid is present whenever children are at the facility or engaged in off-site activities. The name of the child care center director, or the name of a fully qualified teacher designated to act in the director\342\200\231s absence, has been reported to the Department. All children are under supervision, including visual supervision, by staff at all times. The facility is meeting required teacher-to-child ratios. LPA reviewed a sample of children\342\200\231s files and observed that they were complete and included emergency contact information for authorized representatives or others who can assume responsibility for the child, as well as current medical assessments. A sample of staff files was also reviewed and found to contain required documentation, including health screenings, immunization records for influenza, pertussis, and measles, and current documentation showing completion of mandated reporter training. LPA discussed the Community Care Licensing website ( www.ccld.ca.gov ), which provides access to licensing resources including forms, regulations, Provider Information Notices (PINs), and Quarterly Updates. LPA also reviewed the Reporting Requirements as outlined in Section 101212 of Title 22. Site Supervisor Maria Sida was reminded that all adults age 18 and over, including employees and volunteers (except as specified in Health and Safety Code Section 1596.871), must obtain a criminal record clearance, exemption, or transfer their existing clearance or exemption before being present in a child care center. A civil penalty of at least $100 per day, for up to five days (or up to 30 days for repeat violations), may be assessed if this regulation is violated. LPA reviewed Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, which requires all licensed child care centers constructed before January 1, 2010, to test their drinking and food preparation water for lead contamination before January 1, 2023, and every five years thereafter. For child care centers ... ... licensed after July 1, 2022, the licensee must test the water within 180 days of licensure, as outlined in PIN 21-21.1-CCP. LPA verified that lead testing was completed in accordance with the Written Directives. Site Supervisor Maria Sida was referred to the Department\342\200\231s lead testing information page at www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information . This facility provides Incidental Medical Services (IMS). LPA reviewed the storage of medications and IMS-related supplies, as well as the related documentation in children\342\200\231s, staff, and administrative records. For more information regarding IMS, Site Supervisor was referred to PIN 22-02-CCP. LPA also provided information from the U.S. Department of Justice (USDOJ) regarding the Americans with Disabilities Act (ADA), including the toll-free ADA Information Line at (800) 514-0301 (voice) or (800) 514-0383 (TTY), and the publication \342\200\234Commonly Asked Questions About Child Care Centers and the ADA,\342\200\235 available at https://www.ada.gov/resources/child-carecenters/ . LPA informed Site Supervisor Maria Sida about the MyChildCarePlan.org website, a consumer education resource that helps families connect with child care providers and local Resource and Referral Agencies across California. An exit interview was conducted, and this report was reviewed with Site Supervisor Maria Sida. Appeal Rights were provided. Per Title 22, Division 12 of the California Code of Regulations, no deficiencies were cited during today\342\200\231s inspection. This report shall be made available to the public upon request. A LIC 9213 Notice of Site Visit was provided and is required to be posted for 30 days.
