What the inspector wrote
Licensing Program Analyst (LPA) Aurelio Mendoza conducted an unannounced annual/random inspection for the
infant license
. LPA met with Site Supervisor Maria Sida and toured the facility both indoors and outdoors. The facility currently provides daycare services for infants. The hours of operation are Monday through Saturday, from 5:30 a.m. to 10:00 p.m.
All poisons are stored in a locked area, and none were observed during the inspection. Disinfectants, cleaning solutions, medications, and other hazardous items were made inaccessible to children.
During the walkthrough of the facility, LPA observed two cats on the premises. Site Supervisor Maria Sida was advised to remain vigilant in monitoring the pets, and was informed that the facility would be held accountable if a pet were to injure a child in care.
There is no swimming pool or any other body of water on the premises. Site Supervisor Maria Sida confirmed that there is no in-ground or above-ground pool onsite. No firearms or ammunition are allowed or stored at the facility. LPA discussed the new pool safety requirements under Assembly Bill (AB) 2866, which went into effect on January 1, 2025. LPA also informed Site Supervisor Maria Sida about Provider Information Notice (PIN) 25-01-CCP, issued on January 6, 2025, outlining the requirements.
Furniture and equipment throughout the infant care areas were observed to be in good condition and free of sharp, loose, or pointed parts. The playground equipment was also in safe condition and free of hazards. The surface of the outdoor activity area is maintained in a safe condition and free of obstructions. Areas surrounding climbing structures and slides contained appropriate cushioning materials to absorb impact from falls. All toilets and handwashing facilities were in safe and sanitary operating condition. The facility has at least one functioning carbon monoxide detector. Floors were clean and free of hazards, and all solid waste storage containers had tight-fitting covers and were in good repair.
Drinking water is available both indoors and outdoors. Children have access to water through a faucet, and some children use personal water bottles that are refilled using a facility-provided water jug. Disposable cups are also available for children to use as needed. Meals provided at the facility include breakfast, lunch, dinner, and snacks. Food is prepared onsite, and the facility participates in a third-party food program. Menus are posted at least one week in advance in an area accessible to an authorized representative.
The facility is operating within the capacity and limitations specified on the infant license. At least one staff member with current certification in CPR and Pediatric First Aid is present at all times when children are in care or participating in off-site activities. The name of the child care center director, or a fully qualified teacher designated to act in the director’s absence, has been reported to the Department. All children are under staff supervision at all times, including visual supervision. The facility is meeting required teacher-to-child ratios for infant care. Infant records reviewed included completed Infant Needs and Services Plans and Individual Infant Sleeping Plans. Staff members caring for infants were verified to meet educational qualifications.
LPA reviewed a sample of children's records and observed that files were complete and included emergency contact information, authorized representatives, and current medical assessments. A sample of staff records was also reviewed and found to include required documentation such as health screenings, immunization records for influenza, pertussis, and measles, and proof of completed mandated reporter training.
LPA discussed the Community Care Licensing Division (CCLD) website at

, which provides access to resources such as regulations, forms, Provider Information Notices (PINs), and quarterly updates. LPA also reviewed the reporting requirements as outlined in Title 22, Section 101212.
Site Supervisor Maria Sida was reminded that all adults age 18 and older, including staff and volunteers (except as exempted under Health and Safety Code Section 1596.871), must have a criminal record clearance, exemption, or a clearance transfer prior to being present in the facility. A civil penalty of at least $100 per day, for up to five days (or up to 30 days for repeat violations), may be assessed for noncompliance with this regulation.
LPA reviewed Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, which requires licensed child care centers built before January 1, 2010, to test their drinking and food preparation water for lead contamination by January 1, 2023, and every five years thereafter. For facilities licensed after July 1, 2022, testing must be completed within 180 days of licensure. LPA verified that lead testing was completed in accordance with the Written Directives. LPA reviewed safe sleep regulations with Site Supervisor Maria Sida and discussed the resources available on the Child Care Licensing Safe Sleep webpage at

. LPA also informed Site Supervisor Maria Sida of the importance of regularly checking the U.S. Consumer Product Safety Commission (CPSC) website at

for recalled infant products, and encouraged registering all infant equipment with the CPSC to receive recall notifications.
This facility provides Incidental Medical Services (IMS). LPA reviewed the storage of medications, IMS-related supplies, and related documentation maintained in children’s, staff, and administrative records. For further guidance on IMS, Site Supervisor Maria Sida was referred to PIN 22-02-CCP. LPA also provided information from the U.S. Department of Justice regarding the Americans with Disabilities Act (ADA), including the toll-free ADA Information Line at (800) 514-0301 (voice) or (800) 514-0383 (TTY), and the publication "Commonly Asked Questions About Child Care Centers and the ADA," available at

LPA informed Site Supervisor Maria Sida about MyChildCarePlan.org, a consumer education website that helps families connect with child care providers and local Resource and Referral Agencies across California.
An exit interview was conducted, and this report was reviewed with Site Supervisor Maria Sida. Appeal rights were provided.
In accordance with Title 22, Division 12 of the California Code of Regulations, no deficiencies were cited during today’s inspection. This report shall be made available to the public upon request. A LIC 9213 Notice of Site Visit was provided and must be posted for 30 days.
